How to apply for a temporary identity card when replacing a passport


A temporary identity card, as well as replacing a passport based on age or replacing a lost one, is carried out in the branches of the Russian Migration Service or in multifunctional centers (MFC). In this case, such a document is issued exclusively during the process of replacing and issuing a new passport, and the validity period of a temporary identity card is usually 30 days, or 10 days from the date of its receipt. A temporary identity card of form 2P is a document valid exclusively on the territory of the Russian Federation for a limited period. It can be issued to a person whose “internal” passport is in the process of being processed by the internal affairs bodies, and can be used to verify his identity, but does not allow replacing the citizen’s passport in any cases. When the “internal” passport is ready, the owner can receive it only if the temporary certificate is returned.
