Every person sooner or later faces the issue of registration at the place of residence; this procedure is integral, in other words, many factors regarding the receipt of various types of services depend on it. In the absence of registration, problems may arise with employment, with enrolling children in educational institutions (school, kindergarten), with receiving financial assistance from the state (children's benefits, maternity capital) and many other issues. Citizens of the Russian Federation have every right to move around the country and live in any region. If your stay in another city exceeds 90 days, you must obtain a temporary residence permit. In this case, the stamp in the passport will be replaced by the corresponding certificate. Permanent registration indicates that a person permanently resides in the region for which he has a residence permit. Let's take a closer look at how to register at your place of residence.
Apartment, house, hostel
First, let’s determine where you can register on a permanent basis:
- in a private house;
- in an apartment, including a communal one;
- in dorm;
- in other specialized residential premises (boarding home, nursing home).
You can register in the living space provided by the owner or your own. You can attach not only relatives, but also strangers to your living space. The main thing is that all co-owners do not object. Registration into a room with a disabled person is carried out only with the consent of the guardian.
It is worth paying attention to the registration process for an apartment provided under a social tenancy agreement by the state. Housing is provided to low-income families with a disabled child, subject to the conditions listed in Decree of the Government of the Russian Federation No. 901. Living space standards are determined by local governments. For example, if the area of an apartment in Moscow is less than 18 sq.m. for one registered person, it will not be possible to register one more person there, with the exception of a newborn child.
Documents for temporary registration at the MFC
First of all, you need to make sure that people living at the address where you want to register have no complaints, otherwise you will receive a refusal. All of them must provide written approval for temporary registration.
The following documents must be provided to the MFC branch:
- Citizen's passport
- An application for registration at the place of residence drawn up in Form 1
- Written approval of all property owners and residents living at this address
- If you are registering in a private house, the original house register
- Hire or rental agreement if you are registering in rental housing
And lastly, you need the owner’s consent in the form of a statement indicating the following information: that he agrees to register such a citizen’s full name, year of birth, place of birth, series and number of the passport issued by whom, at such and such an address.

On the day of submitting documents to the MFC, it is mandatory for all co-owners of the home to appear at the single window, or one, but with notarized powers of attorney.
The co-owner(s) must have a citizen’s passport with him to speed up the process; documents for housing or a lease agreement will not be superfluous, however, if you do not have these, you cannot be refused registration in accordance with the Law; in addition, the MFC representative has access to this information from a single information base.
Collection of documents
Now let’s look at what documents are needed for registration:
- consent of the owner, owner and all co-owners of the property;
- passport;
- birth certificate (for a child under 14 years old);
- marriage registration certificate;
- permission from the municipality if the apartment is not privatized;
- documents for the apartment (ownership, rental agreement, lease, etc.).
The presence of documents for the apartment is optional. The Center employee has no right to demand them. However, you should take copies. If questions arise with Rosreestr, the timing of registration will be ambiguous. The MFC will refuse registration, which will result in a fine.

What documents are needed

- application for the consent of the owner of the apartment or other living space (
- passports (from the owner and the applicant);
- the consent of everyone who still owns this housing area, as well as everyone who lives in this territory;
- documents for property or rental (house register, extract from the Unified State Register of Real Estate, lease agreement).
After the employee checks the correctness of filling out the application form and accepts the documents, he will issue you a receipt, by the number of which you can track the readiness of the documents.

It indicates that your documents have been accepted and the time frame within which the procedure will be completed. The main aspect of the work here is the consent of the owner or employer, only in this case will you be able to register.
Sequencing
To register at a new place of residence through the MFC, you need:
- find out the work schedule of the nearest Center (by calling the MFC hotline or looking at the official website “My Documents”);
- make an appointment (you can also remotely by calling or via the Internet);
- collect a set of documents;
- arrive at the appointed time;
- submit an application (the sample and application form can be downloaded in advance or received and filled out directly on site at the MFC)
High-quality electronic communications have been established between the Center, the migration service, Rosreestr and city administrations for the rapid exchange of information.
Registration through the MFC will not take much of your time. The organization’s work is structured in such a way as to quickly receive visitors through a “single window”. It takes 10-15 minutes to serve one person. The employee will check the documents, take them and the original passport, and issue a receipt. The presence of the owner of the living space for which registration is taking place is mandatory. If for objective reasons he cannot appear to sign documents, for example, due to serious illness or living abroad, then he can submit a notarized consent. At the appointed time, you need to contact the same specialist to get your passport back with a stamp. This mark means that the FMS has been notified of the citizen’s location. The stamp contains information about the residential address and the date of registration.
An MFC employee does not have the right to demand a military ID. First, registration is carried out, and then the citizen goes to the military registration and enlistment office with a passport.
How to change your registration
There must be reasons for changing your registration: moving to another city, changing housing, court decision, etc. There are two options here:
- check out from your previous place and receive a departure sheet;
- automatically check out during registration at your new place of residence.
The passport office is obliged, upon application, to register a citizen at a new address, having previously written him out from the old one. Failure to perform these duties is grounds for filing a complaint.
If there is no departure sheet, the application will have to be drawn up in two parts: on registration and deregistration. You must give your passport to the official and appear on the appointed day to receive your registration document. If there is a departure sheet, registration is carried out one day in advance.
This procedure is free. Demands to pay any amounts are illegal.
Deadlines, costs and penalties
The deregistration process takes 3 days. After receiving the documents, another 7 days are allocated for registration at the new place of residence. In case of violation of these terms, a fine of 2-5 thousand rubles is provided, depending on the region of residence.

Exceptions are cases when a citizen:
- has temporary registration;
- lives in real estate, which by right of ownership belongs to one of the relatives.
There is no state fee for registration of citizens of the Russian Federation. For children and stateless persons, foreign minors, registration is carried out after paying a fee of 350 rubles. In case of failure to comply with the stipulated deadlines for registration, you will have to pay an additional fine of 2.5 thousand rubles.
Timing and cost
Place of residence – the address of a citizen’s permanent residence.
Place of stay is the temporary presence of a person in a particular locality, city, district of a regional center or capital due to a combination of circumstances. The specific place of temporary registration can be a residential building, a hotel, a tourist center, as well as any premises suitable for living.
A citizen is required to register at his place of residence if he plans to stay in Moscow for more than 3 months. There is no need to change your permanent registration.
You must register at your place of residence within a week from the date of your stay for permanent residence. To do this, you need to present your passport to the MFC and write a corresponding application. When carrying out the registration procedure in Moscow, the submission of documents to the MFC must be carried out in the presence of the owner of the housing space or the tenant.
The period for completing the procedure by the MFC in Moscow cannot exceed 8 working days. All services related to registration are provided to citizens of the Russian Federation free of charge, without paying state fees. The citizen’s passport will have a stamp indicating the place of registration and the time of registration. If you do not have a passport, you will be issued a certificate of registration at your place of residence. The cost of registration for citizens of other states, as well as stateless persons, is 350 rubles.
Registration of minor children
Before reaching 14 years of age
Registration of a child at the MFC is carried out under different conditions. According to Article 20 of the Civil Code of the Russian Federation, the place of residence of a child under 14 years of age can only be the place of residence of the parents (guardians, adoptive parents). To register, you only need the consent of the second parent.
The legislation does not specify a clear deadline for registering a newborn. However, it is better to do this in the first month of his life. Then it will be enough to provide the mother’s application, her passport and the baby’s birth certificate from the documents. If the second month has passed, then you additionally need to prepare a certificate from the passport office about the absence of registration at the father’s place of residence.
If a family rents an apartment with temporary registration there and wants to add a newborn child to the living space, then the landlord’s consent is not required. MFC employees will require the presence of the owner of the property and all registered members of his family. If the owner refuses to fulfill this obligation, he should be reminded of the administrative liability for living in an apartment by persons without registration - a fine of 2-7 thousand rubles. It is necessary to clarify that registration does not give ownership of the apartment.
When a family moves from one city/district to another, within a week the adult needs to take steps to register the child at the new address. You will not need to confirm your travel time. It is possible to register a child at the MFC if there is:
- certified consent of the mother/father;
- marriage certificate;
- a certificate from the place of residence of the second parent stating that the child is not attached to his property if the parents are registered at different addresses;
- passports of both parents;
- house register (in case of registration in a private house);
- property documents.
You can unconditionally register a child in both a municipal and privatized apartment (if his parents live there and are registered), without the consent of the tenant and all registered residents. At the same time, he receives an equal share in the premises if the apartment is municipal, but if it is owned, then the share is allocated only with the permission of the owner.
An infant cannot be registered at the place of residence of second-degree relatives (grandmothers, aunts, grandfathers, sisters, etc.) if one of the parents is not registered there.
Upon reaching the age of 14, a citizen has the right:
- register at the place of residence of one of the parents, without the consent of the other;
- change your registration and live separately from your parents, but with one of your relatives.

MFC employees do not have the right to require the written consent of both parents, since the mother and father can represent the interests of the child both together and separately. If the parents are not married, then the father must be included in the child’s birth certificate, otherwise it will not be possible to register in his apartment.
If, after fulfilling all the listed requirements, a citizen is denied registration, then he must receive a written refusal and feel free to file a complaint with a higher authority.
How to register a newborn
If we are talking about children who are under 14 years of age, then they receive a special certificate of permanent place of registration, certificate form No. 8.
It is worth recalling that the main document in the life of a newborn is his birth certificate. Parents should be clear that after they have received the certificate, they have only 7 days to complete the registration. Otherwise, they will be required to pay a fine.
To apply for registration for a child, you need to collect the following package of documents, keep in mind that photocopies can be made on site at the MFC:
- application (can be completed in advance, or filled out together with an MFC specialist)
- original and photocopy of birth certificate;
- passports of both parents and their photocopies;
- original and photocopy of marriage certificate;
- original and photocopy of the adoption document or paternity establishment (if necessary);
- extract of the personal account of the parent to whom the child will be registered;
- There are cases when the consent of one of the parents to whom the newborn will be registered is required.

Registration for a mortgaged apartment
In Russia it is easier for a young family to get a mortgage. Banks are developing special projects with reduced interest rates. A child can be assigned to a mortgaged home if at least one of the parents is already registered in it. Although banks often prohibit the registration of other persons in a mortgaged apartment without written notification to the institution. The apartment is still owned by the bank. How to register as a foreigner
In 2014, changes were made to the legislation on regulating the registration of foreign citizens. If a foreigner stays on the territory of the Russian Federation for more than 7 days (citizens of Tajikistan for more than 15 days), he must register. To do this, you need to contact the territorial office of the Federal Migration Service at the location of the apartment or send them the following documents by mail:
- a completed application form, which can be found on the FMS website;
- rental agreement for rented premises;
- the basis for a person’s presence on the territory of the Russian Federation (migration card, residence permit or work permit);

- written consent of all owners;
