What certificates does the BTI issue?

In each particular case, a certain list of certificates may be needed, but the most relevant of them will be listed below.

  1. The most popular document is the floor plan. This document contains a drawing of a residential premises.   5. Certificate from the BTI on the condition of the building/premises (form 5) – contains data on the depreciation of the building/premises, the presence of utilities and infrastructure, the date of commissioning, and size parameters by floor. Production time: no more than 10 days, cost of services is 212 rubles per copy.
  6. A certificate in Form No. 3 is required to carry out actions with the land plot. The cost of such a certificate from the BTI is 212 rubles, issuance is carried out no later than 10 days for one piece of real estate that does not require inventory work.
  7. Certificate in form No. 11 is a document that is necessary for the preparation of documentation for owners of private households. A certificate is also required to convert an attic space into a living space. Production time: no more than 10 days, cost – 540 rubles. The certificate is valid for 10 days.
  8. Certificate of value of the property (BTI issues information about the inventory value) - the document is needed to formalize transactions and enter into inheritance. Contains: the price of the object taking into account its wear and tear, shows the real figure of the residual value of the premises. Production time: no more than 10 days, cost – 540 rubles per copy.
  9. A certificate identifying the address of the property is necessary in order to clarify the data on the address of the property in order to carry out transactions related to the assignment of property rights. The need for this document is due to the fact that streets can be periodically renamed, so various government agencies are forced to confirm the address of the object. A contract for the purchase and sale of an apartment in simple written form will be considered concluded after its state registration. What information does the certificate contain?

How long is a certificate from the BTI valid?

In order to carry out operations with a land plot, there is a need for a certificate “Form No. 3”. “Form No. 5” specifies the infrastructure of the building (are there communications for normal human life), the year of commissioning, the dimensions of the premises by floor, and the wear and tear of the building. Certificate “Form No. 11” is provided to owners of private houses. This PIB document is valid for 10 days. Form No. 11 is required if you intend to use the attic as living space. Types of BTI documents for sale

Participants in the transaction are primarily interested in whether additional papers from the BTI are needed when selling an apartment. If the property will be paid for in cash, you will need to collect a standard package of documents. In this case, the seller must be the legal owner of the apartment. The transaction is completed in the presence of a package of documentation that contains:

  • certificate of right to dispose of real estate (if any);
  • standard purchase and sale agreement;
  • an extract from the Unified State Register confirming the fact of legal ownership of the apartment and the absence of credit obligations;
  • technical passport of the property and other papers from the BTI if necessary;
  • an extract from the personal account and receipts confirming payment for utility bills;
  • owner's passport;
  • certificate of registration.

What documents may be needed from the technical inventory bureau:

  • technical certificate;
  • building plan (if the premises are located in an apartment building);
  • certificates in forms 1a, 5 and 3;
  • explication;
  • statement of inventory value.

Inventory can be secondary or primary. Primary is carried out in new buildings when registering an apartment for technical registration. A secondary inventory is required to process the sale. Its issuance involves taking measurements of the premises by specialists. The information it contains is also used when calculating property taxes.

The explication is not a mandatory document. It is attached to the main package of documents in the event that the buyer doubts the adequacy of the price of the apartment.

Additionally, do not forget about the following papers:

  • If minors are registered in the apartment, you must obtain permission from the guardianship and trusteeship authorities. If there is a spouse, a notarized consent to complete the purchase and sale is taken. If the seller is a trusted person, he is required to provide a power of attorney, previously certified by a notary.
  • In cases where the property being sold is pledged to a lender, it is necessary to obtain a certificate confirming the bank’s consent to the sale.
  • When changing the address of the apartment, the seller will have to provide a certificate of address.

Important! If the property was acquired during marriage, a certificate of its conclusion will be required to complete the transaction.

Terms of production and validity of the BTI certificate

According to the law, all types of certificates requested from the BTI are issued within 30 days from the date of application; in practice, a document ordered through the MFC will be ready in two to three weeks.

The validity period of each individual certificate, document or extract differs, and can last from several days to a year; the new technical passport is valid indefinitely.

A mandatory aspect for obtaining a document is payment of the production cost; the price of documents ordered from the BTI through the MFC in 2017-2018 varies according to their type.

How to get a?

To obtain a certificate, you need to contact the territorial office of the BTI with the appropriate written application, indicating the purpose of issuance. You can contact the BTI in person or through your representative on the basis of a written and notarized power of attorney.

In some cases, to obtain a certificate, you will need to provide the BTI with a marriage or divorce certificate, birth or death certificate of an individual.

If you live in one city and need a certificate of real estate in another, then you can get it in several ways.

You can order a document related to the address of the property, its inventory, paper for obtaining a floor plan and technical passport through the government services website. Processing of the application begins after payment of the state fee.

To start the procedure, you need to register on the site and log into your personal account. After that you need to find the desired city. The application contains personal data and contact information. If such a locality is not in the database, then you will have to contact the BTI directly in that city. How to obtain a BTI certificate?

When can the BTI refuse to issue a certificate?

BTI has the right to refuse the applicant the service of issuing documents in the following situations

  • A power of attorney from a third party does not give the right to receive documents
  • Payment for the organization's services was not made

Can the explication and documents from the BTI be valid for longer than 5 years?

The validity periods of BTI documents were abolished on September 1, 2007, when regulation on relevance was introduced. This rule does not apply to documents whose validity periods are established by separate regulations. At the same time, there are internal orders of the MosgorBTI, based on current tasks, plans, federal programs and other processes. For example, the municipal authorities may receive a proposal to conduct an extraordinary inventory, then the documents will lose relevance after changes are made to Rosreestr. This situation most often relates more to exceptions to the rules and extraordinary measures, when the authorities have really compelling arguments for carrying out a set of measures.


An explication can be valid for more than 5 years only in a few cases:

  • Due to organizational and other difficulties, the timing of regular inventory is delayed - a frequent case, especially in densely populated areas assigned to the BTI with little administrative resources.
  • The second case is the consequences of the first. Cadastral engineers and specialists from the BTI simply duplicate all the information from the BTI documents, changing only the inventory date, without visiting the site.

We recommend agreeing on future redevelopment in advance, or making changes to the technical documentation after the fact, but immediately after the redevelopment work has been completed. This will protect your rights and avoid serious penalties from the technical inventory bureau.

Do I need a certificate from the BTI to sell an apartment?

BTI is an organization that maintains technical records of real estate. A certificate from the BTI is an official document issued to the owner of the property and containing data from the technical passport. Previously, it was used to confirm the absence of debt obligations on the owner. In accordance with current legislation, such paper is not required when selling an apartment. But the buyer has the right to ensure that there are no debts on utility bills. Why is a certificate from the BTI required?
