In addition to a summary of the main characteristics of housing, the cadastral passport contains a graphic part - an exact drawing of the apartment indicating the square meters and location of the main zones.

Owners often carry out reconstruction of real estate - redevelopment of premises, major repairs with replacement of building materials, changing the number of storeys of a residential building. - if the registration is carried out by a trusted person, a power of attorney certified by a notary is required;

Documents for assessment
Carrying out an appraisal when purchasing a home with a mortgage is a mandatory procedure by law. This is indicated by the ninth article of the Federal Law of July 16, 1998 N 102-FZ “On Mortgage” . You can engage either a bank-accredited appraiser or an independent specialist or company. How to obtain a cadastral passport for an apartment in a new building
Before starting the registration of a cadastral passport, after purchasing an apartment in a new building, you need to contact the developer and clarify whether the house has been transferred to any other company for trust management.
You can begin collecting a package of documents and issuing a passport only after the act of transferring the residential complex to the management company has been recorded.
There are three ways to obtain a cadastral passport:
- In the multifunctional center.
- In the cadastral chamber.
- On the Internet - on the Rosreestr website.
Through the cadastral chamber:
- At the public administration department, an application is filled out in the prescribed form to receive a cadastral passport. The registrar should be notified in advance that any changes have been made to the apartment, if any.
- A package of prepared documents is provided - originals and copies.
- All papers and information specified in the application are checked. After this, a receipt for the acceptance of documents is issued, a date is set for the specialist’s visit to the apartment and a date for issuing the finished document.
- You must receive your passport with a receipt issued by the employee. You should pay attention to the fact that there is an explication in the document.
Type of cadastral passport:
Through the multifunctional center, the passport is issued in an identical manner, only the papers are accepted by an MFC employee who issues a receipt indicating which documents were accepted for consideration. The verification takes place already at the cadastral chamber.
If you need to reduce the time for obtaining a passport, it is better to contact the State Cadastral Chamber directly, however, if it is too far away, and receiving a passport does not necessarily have to happen within the next few days, then you can contact the MFC.
The fastest way is to submit an application and obtain a passport through the Rosreestr website:
- Go to the official website, select the “Cadastral passport” section. It should be noted that in 2020, a cadastral passport is issued together with an extract from the Unified State Register of Real Estate, containing information about all the characteristics of the housing and the residents registered in the apartment.
- To receive an extract, you need to enter a cadastral number, however, when you first receive a passport after purchasing a new building, such a number is not yet available, so you need to enter data about the property: the exact address, including the name of the region and locality.
- After entering the data, you need to pay the state fee using a receipt sent by email;
- The completed passport will be sent by email within a few days.
Today, electronic documents are used as often as regular ones. If the apartment owner wants to collect a pile of papers the old-fashioned way, he can download the sent passport and print it.
The developer can transfer to the cadastral chamber only basic information about the apartment, while the owner will have to deal with the preparation of a technical map of the house, without which the cadastral passport will not be issued.
I copy the finished technical plan in the BTI onto a disk, which needs to be taken to the cadastral chamber. For a fee, they can transmit the necessary information via the Internet.
Obtaining a cadastral passport by an owner whose apartment has not yet been registered in the cadastral register is carried out according to the general algorithm, but with the addition of some actions.
Thus, a mandatory inspection of the property will be carried out in order to take measurements and check the similarity with the plan available to the developer. The document will be issued only after complete processing of the data about the apartment received during the inspection process.
Cost and processing time
If information about the apartment has not yet been entered into the cadastre, and the owner does not have a technical passport, then you will have to pay for its registration and BTI services, which will include drawing up a technical plan for the apartment.
Depending on the complexity, the services of a technical inventory bureau can cost from 3 to 10 thousand rubles.
You can get a passport at a low price - you only need to pay a state fee, for an electronic document - 150 rubles, for a paper document - 200 rubles.
Provided that information about the house has been entered into the register, the passport is issued within five days. This period can be increased to 4 days if the documents were submitted to the MFC.
When preparing technical and cadastral passports together, it will take more time - up to 25 days. Since housing in new buildings is often not yet registered in the Rosreestr, such a period is assigned.
You can speed up the process by contacting specialists involved in the production of cadastral passports, however, in this case, the costs will only increase.
Registration passport: where to order, how much it costs and when to receive
It is manufactured by specialized organizations - the Bureau of Technical Inventory or Rostekhinventarizatsiya. The manufacturing process is called technical inventory, during which the following work is performed:
- visit of a specialist to the site to perform inspections and measurements;
- performing calculations - calculating areas, construction volumes;
- production of plans and drawings of premises, indicating internal measurements;
- transfer of the document to the customer.
Important: the technical passport is prepared by the organization that carried out the initial inventory of the building or apartment; This rule also applies to the technical passport for a mortgage.
Inventory bureaus operate on the principles of self-sufficiency, therefore the state regulates the upper limit in the cost of services (). The maximum prices for the current year are:
- registration certificate for an apartment, for 1 sheet - 442 rubles. (for apartments with an area of less than 100 sq. m.) and 392 rubles. (for apartments with an area of more than 100 sq. m.);
- floor plan - 1153 rub./1 floor.
The price will be affected by:
- the purpose of the object - residential or commercial, its location;
- number of floors;
- urgency of preparation.
For example, today the cost of producing a registration certificate in the capital is 2,327 rubles. The time frame for document preparation depends on the organization and is 7 working days or 10 calendar days.

When they can refuse
Faced with a refusal to issue such an important document, apartment owners are indignant and perplexed: is the refusal legal?
According to the law, the issuance of a cadastral passport may be refused if:
- the necessary information about the apartment has not yet been entered into the cadastre, which is typical for new buildings;
- the information provided by the owner of the apartment does not correspond to that indicated in Rosreestr;
- not a complete package of documents has been provided, or some of them are expired;
- The applicant does not have the right to receive information about real estate and obtain a passport from the point of view of the law, since he is not the owner.
Depending on the reason for the refusal, it is necessary to add missing documents or obtain new ones. If this does not help, the controversial issue can only be resolved in court.
To avoid problems with obtaining a cadastral passport, you should not delay too much. The document must be drawn up immediately after purchasing the property and taking ownership. The most common reason for refusals to obtain a passport is that persons who are not home owners apply for it.
State duty
