What requirements does SanPiN impose on sites with waste containers?

When arranging waste collection areas, you should adhere to 2 SanPiN documents:

  • 2.1.2.2645-10;
  • 42-128-4690-88.

Both regulations are devoted to the rules of sanitary maintenance of territories inhabited by people. Their requirements should be taken into account when designing new residential areas.

SanPiN regulates:

  • placement of waste collection sites;
  • installation of waste tanks;
  • drawing up schedules for waste removal;
  • activities of management companies.

Standards for placing garbage cans for private areas and rural areas

In the private sector, residents decide for themselves where to place garbage disposals, in what quantity and how to equip garbage disposals. According to SNiP 30-02-97, waste sites can be equipped at a distance of 20 (or more) and 100 (or less) meters from the sites. Container sites for waste are located 10 m from a private residential building. In cases of conflict, public representatives, the Council of Deputies, and the district administration help resolve the problem.

It is advisable for owners of private houses to dispose of organic waste on their own site, while inorganic waste should be disposed of in a container.


Modern container yards

The management company responsible for servicing the settlement must:

  • arrange a place for waste collection;
  • regularly transport solid waste to organized landfills;
  • clean up the trash area.

Distances to houses or infrastructure

One of the important issues that sanitary standards take into account is the location of container sites, their distance from residential buildings and other objects.

If the distance from the house is short, this makes it easier for residents to take out the garbage. However, other problems arise - unpleasant odors and insects.

The distance from residential buildings should be no more than 100 m, so that people do not have to carry waste far. It is recommended to place container platforms on the side of the main entrances. The minimum proximity to a residential building is no more than 20 m.

Up to multi-story buildings

The placement rules allow for the location of two adjacent container sites in densely populated areas. The interval to each building must be taken into account - 20-100 m.

Important: The main requirement for the location is to ensure free access for special equipment.

The open side when combining platforms with containers must be common. Tanks can be located on the side or behind buildings.

The regulations in force in 2020 do not provide any requirements regarding the proximity to garages, therefore their proximity is allowed without compromising the passage of special equipment.

Fencing requirements

SNiP and SanPiN say what the fencing of a container site should be like:

  • the enclosing wall should be located on 3 sides;
  • the height of the fence must be at least 100 cm;
  • for ventilation, a gap is left between the wall and the roof;
  • tanks must be covered by a wall - located below its level;
  • the most acceptable material for fencing is corrugated board;
  • It is advisable to install lockable gates and a high roof that does not impede air circulation.

Selection of waste bins

When choosing the type of containers to install on a container site, you should consider:

  • waste removal schedule;
  • population density living in the service area.

The optimal volume of storage tanks for installation in residential areas is 0.8 - 1.1 m3. The material used can be either metal or durable plastic. If the area is densely populated, tanks are installed not of standard sizes, but with a volume of up to 8 m3.

Containers must have a lid that fits tightly to the base. A good option is tanks with a pedal.

According to regulations, utility services must install trash cans near all entrances to residential buildings. Their maintenance is included in the utility fee.

Features of the location of garbage containers

Sites for containers for collecting household waste must comply with the following sanitary standards:

It is allowed to install large 20 m3 containers for construction waste for 1 day with the permission of the city architect and the local SES.

Garbage containers are installed at a certain distance from institutions and public places.

For hospitals and other medical institutions - 50 m, for shopping centers and markets - 30 m, in parks - 50 m from the main crowded place, on beaches - 1 large garbage dump per 4000 sq.m.

In the event that the 20 m distance established by the regulations cannot be maintained, a specially created commission determines the location for garbage cans. In any situation, the distance to an apartment building should exceed 9 m, even with dense buildings.

It is not allowed to place waste tanks next to pedestrian paths, roads for vehicles, flower beds, or narrow passages.

Tanks are removed from the residential sector at least once every 7 days.

Fencing of a waste container area

Waste sheds are made from a variety of materials. The available material for fencing the site is corrugated sheeting. Construction companies offer options that vary in area and design. A budget option – a platform for 2 standard tanks with a volume of 0.8 m3. The height is from 1 m, as required by Sanitary Regulations, and up to 2.5 m. The structure has a roof: the tanks are protected from precipitation and last longer. Fencing for 3 containers is in demand.

A reliable option is a fence with a gate. It looks aesthetically pleasing and meets the requirements of SanPiNov: garbage does not fly out of it, stray dogs do not get into it and do not scatter waste. Distance from garbage containers to the playground

Installation rules require that waste collection areas be located at a distance of at least 20 m from playgrounds. The greatest distance to garbage cans is 100m. A mark must be placed on the fence indicating that there is waste there.

Selection of trash cans

When choosing tanks, take into account population density and the solid waste removal schedule. In the residential sector, storage tanks with a volume of 0.8 - 1.1 cubic meters are installed. They are made of plastic or metal. In densely populated areas and near public places with large crowds of people, it is possible to use containers with a volume of 8 m3.

Modern tanks with underground storage, common in Europe, are not yet often found in Russia. They are roomy, comfortable, hygienic, but expensive (the cost of one tank is from 400,000 rubles) and require special equipment for maintenance.

Garbage containers should have tight-fitting lids. Models with a pedal that opens the lid are convenient and hygienic.

How should waste container sites be maintained and maintained?

Types of container sites

There are 2 types of sites:

  • for municipal solid waste (MSW);
  • for municipal solid waste (MSW).

When constructing each type, the number of people living nearby is taken into account. The smallest waste collection areas are designed for 2 containers. The largest ones are 6.

MSW sites

Zones for disposing of solid waste are located in areas where retail and business facilities are concentrated. Capacious platforms are equipped here, with the placement of one container per 8 m3 or 6 tanks of standard sizes.

Solid waste sites

The size of barriers for the disposal of household waste directly depends on the needs of people living in the service area. Both the largest and smallest sites can be organized here.

SanPiN requirements for the construction of container sites for solid waste collection

When creating places and sites intended for the accumulation of solid municipal waste, one should focus on sanitary standards:

  • the type of container site should take into account the population of adjacent houses paying for housing and communal services;
  • as the number of residents of the house increases, new garbage cans should be added;
  • the base of the solid waste storage area is concrete;
  • fencing – metal, green spaces;
  • the height of the walls is not officially regulated, the choice remains with housing and communal services workers;
  • the location does not prevent vehicles from approaching the sites.

A neat, well-groomed territory is an indicator of a responsible controlling organization.

Rules for organizing and maintaining container sites for solid waste collection

The rules for organizing a site for collecting municipal solid waste (MSW) are set out in detail in Resolution No. 1039 of August 31, 2018. This summary includes the following questions:

Based on the current resolution, local governments are responsible for the creation. If the task is entrusted to third parties, then they are required to obtain the appropriate permission after conducting a preliminary examination of the proposed territory. Non-compliance with standards or inaccurate information will result in the application being rejected.

Each newly put into operation territory must be registered within 10 calendar days. The authorized body is responsible for filling out the register. You can obtain information electronically on the official website or on paper.

The accounting statement notes:

  • localization(address);
  • technical characteristics (coverage, number of containers, information about planned sites);
  • owner (registration number is a mandatory requirement for everyone; legal entities indicate the name of the organization; individual entrepreneur - full name of the head);
  • sources of solid waste (list of houses and organizations served).

Security measures

One of the problems of container zones is the lack of awareness of the population. It is not uncommon for metal tanks to be stolen and sold for scrap. To avoid such situations, utilities do the following:

  • install gates, the width of which serves as an obstacle to removing the container;
  • install cameras;
  • install an alarm system;
  • order a special design for the tanks - the service logo on one or several sides;
  • install locks on garbage bins and hand over keys to drivers of special vehicles.

Each of the measures requires costs. However, the losses if nothing is done will be greater.

Responsibility for violations and ways to eliminate them

Ordinary citizens, if they feel that the container site is improperly equipped or is maintained in an unacceptable sanitary condition, can independently study the Sanitary Regulations and Regulations and file a claim with the management company.

If the management company does not respond to the complaint and does not correct anything, there are other authorities that can force the management company to put the container site in order. This:

  • Rospotrebnadzor;
  • City Housing Inspectorate;
  • prosecutor's office

The last authority to turn to if nothing changes is the court.

According to the Code of Administrative Offenses of the Russian Federation, art. 6.4 officials who committed a violation pay a fine in the amount of 2,000.00 rubles, organizations - in the amount of 20,000.00 rubles.

Procedure for approving a site for solid waste containers

Installation of places for solid waste is carried out by specialized organizations with a license. To obtain it you need to go through a number of mandatory steps:

  1. Submit an application.
  2. Coordinate with the municipality.
  3. Enter data about the new site into the existing register.
  4. Calculate the estimate and start the work.

Information is entered into the register based on applications from site owners

The owner of the territory where the waste accumulation site is planned submits an application to the local government authority. He may be rejected for the following reasons:

  • the application is not in the approved format;
  • presence of inaccurate information;
  • lack of prior approval.

To eliminate discrepancies, the applicant is given a period of 30 working days. If no violations were identified, the data will be entered into the register within 5 working days.

For its part, MSU has the right to consider incoming requests within 10 days. At this time, the documents are sent for verification to the Sanitary and Epidemiological Supervision Center. The conclusion is returned after 5 days.

Approval of a container site for solid waste collection in the municipality

The approval procedure includes the conclusion of the Sanitary and Epidemiological Supervision Authority. A refusal is received if:

  • the selected area worsens the improvement indicators;
  • the application was completed incorrectly.

If the decision is negative, the municipality issues a written response stating the reason. Resubmission is permitted after the specified problems are resolved.
