How many days do they take away a passport for registration?

The absence of a registration stamp in a passport is not a reason to consider it invalid (sometimes it happens that when exchanging documents, registration was not added to the new passport). A citizen enjoys the same scope of rights and freedoms as others. The administrative regulations clearly state that when receiving a passport, you must provide information about your permanent or temporary place of residence. Therefore, the lack of registration can be considered a violation of this regulation.

The result of registration of permanent registration is a stamp in the passport (a mark of registration at a specific address) or, if the citizen has not reached the age of 14, a registration certificate is issued for the birth certificate in the established form.

Deadlines for obtaining registration for various methods of submitting documents

By the way, in order to comply with the registration deadlines and not receive a fine, you can check out of the apartment and register in another at the same time when submitting documents for registration.

If you lose your passport, you must contact the Department of Internal Affairs at your place of residence or place of stay and submit the documents required to restore the document. In this case, a certificate of residence is not provided and department employees do not have the right to demand it.

Registration in a passport: how many days does it take to make a stamp with the registration address

  1. When registering at your place of residence : clause 18 Admin. The regulations state that the result of permanent registration for adult citizens is the imprint of a special stamp in the passport.
  2. When registering at your place of stay : in paragraph 56 Admin. The regulations indicate that temporary registration does not require the cancellation of permanent registration, that is, the stamp in a person’s passport remains for the entire period of his absence from home. Having successfully completed the accounting procedures at the point of non-permanent location, on the basis of clause 18 of the Admin. regulations, he will receive as a result a certificate of registration at the place of residence.

And at the time of their appearance with the original papers, all the data on their electronic application has already been verified; all that remains is to check them with the originals and put a stamp in the passport. It is possible to speed up this procedure, but only slightly, since the registration period is already quite short.

The period can be extended for the period for which the property owner agrees to leave a temporary tenant. However, the period cannot exceed the maximum period established by current legislation.

How to quickly register in an apartment?

To register, you should contact the passport office at your new place of residence and write an application. When living together with children, it must also be drawn up for each minor. Children over 14 years old sign the paper themselves at the passport department.

And if they, within the company, state that the only document confirming identity is a passport, then you will not be able to prove the opposite at the airport counter. Difficulties with a temporary identity card Despite the fact that the temporary identity card of a citizen of the Russian Federation is an official document, citizens often encounter the following difficulties:

The stamp itself is the final touch in the procedure: the documents are checked, the information provided by the person registering is verified with the data in the file cabinets, and FMS specialists decide to give the green light for registration at the point of the citizen’s new permanent location.

Passport for registration, what in return?

When visiting the migration service office located at the new residence address, fill out a form (form No. 6); it can be obtained from a passport office employee. Form No. 6 can be divided into two parts. For those who have not checked out and do not have a departure slip on hand, fill out both parts of the form. If such a document exists, it is enough to fill out only the upper part of the form.

  • date of registration;
  • exact registration address: region (republic, territory, region), point (usually a city, village or village is indicated), street, house, building, apartment;
  • the authorized body that made the entry;
  • signature of the responsible person.

If the mistake was not made through the fault of government officials, then the citizen has the right to contact the FMS office at his place of residence or the MFC. In this case, to obtain a new passport, you will need to provide all the documents required by law. You must also pay a state fee.

Is a document valid without a stamp in the Russian Federation?

If more complex situations arise, when the period for consideration of the case for a new registration is more than 10 days, the state body of the Federal Migration Service issues a temporary identity card, into which a photograph is pasted and basic information is indicated. The validity period of such a certificate is limited to a month.

However, after receiving his passport, the child can independently choose his place of residence and registration, regardless of the place of residence of his parents. Registration of adults and children is completed using the same form. A minor child does not have the right to sign and one of the parents does this for him.

Where to go for help

All citizens in the Russian Federation must obtain a temporary registration at their place of stay or a permanent registration at their place of residence. Violation of registration rules is subject to administrative liability.

Documents for registration must be submitted to the accounting authorities:

  • persons arriving for temporary residence for 90 days or more before the end of the ninety-day period;
  • persons who changed their place of permanent residence within seven days;

What you need to work with State Services

The “Government Services” portal in Russia was created in order to reduce citizens’ visits to civil servants’ offices and receive the necessary services via the Internet. The number of such requests is constantly growing, which indicates the growing popularity of this site.

To use the Gosuslugi service, you must register on the website, set up an account and go through the confirmation procedure. To do this, you will have to fill out a form and enter certain data from your personal documents.

After confirmation of the account, which can last up to two weeks, access to all services and services of the portal opens.

In general, this process is not difficult, you just need to be patient and wait a little.

About methods of activating a form on the Unified Identification and Logistics System

In any case, applying for registration via the Internet is faster and less time-consuming. It all comes down to account activation.

There are three types of ESIA (Unified System of Identification and Authentication) accounts:

  1. Simplified account. To register, just indicate your first name, last name, e-mail or phone number
  2. Standard account. To create it, you must enter your SNILS number and passport (identity document) data.
  3. Verified account. This requires personal confirmation of registration information in one of the following ways:
  • By personally contacting the MFC with your passport and SNILS.
  • Order delivery of an identity verification code by letter, indicating in the form the postal address of the delivery location.
  • Through an enhanced qualified electronic signature. To do this, you need to register it at an accredited certification center.

Contacting the MFC and waiting times

How long does it take to register at the MFC? Registration registration in multifunctional centers does not cause complications for citizens. The process naturally takes longer than in the case of the passport office. After all, the documents are still sent to the migration service. But the process of accepting documents is faster.

As a result, registration is delayed up to 7-10 days. In rare cases, documents are ready on the fifth day.

Initial registration - duration of consideration of the application

How quickly are newborns registered? In practice, children are registered at the place of residence of their parents quite quickly. And this is correct, since at the birth of a child it is necessary to make a request for state assistance. Without registration, assistance will not be issued.

Citizens often have to deal with violation of the promised conditions when registering. No one is insured against illness of an employee at the MFC or at the passport office, against a computer malfunction or a power failure. Therefore, if you need to find out the exact date of readiness for registration, you should contact the direct executor.

Ready Alerts

Having decided on the deadline for the documents to be ready, you should remember that there are also postponements of completion dates. Therefore, you need to be patient and wait for notification.

As soon as registration at the place of residence is completed, the applicant will be notified about this by email, by phone, and on the State Services website with a notification in his personal account. Will remain at the appointed time to pick up the documents at the passport office.

Self-application to the authorities - guidelines for registration

We have decided how long registration lasts in one case or another.

How to register yourself by submitting documents directly to the passport office or to the MFC?

To begin with, you need to be patient. Employees of these institutions are so overloaded with work that they cannot cope with the volume, and the deadlines for completing documents are delayed.

To apply independently, citizens will need:

  1. Certificates for registration and a full package of documents.
  2. Decide on the living space where you want to register and enter into an agreement with the owner.
  3. Complete an application for registration signed by the property owner.
  4. Submit the package of documents to the passport office or MFC.
  5. Wait for the invitation and then receive documents confirming registration at the specified living space.

This method of obtaining registration is convenient if you do not have an account on the State Services service.

How to check out of an apartment and register in another through the MFC

  1. Contact the passport office . You must contact the department within a week after moving. The Federal Migration Service, after notification, will take the passport and return it with the amendments already made.
  2. Contact the Housing Office . It is necessary to write an application to re-register all documents to pay for utilities. If the move takes place in a city with a population of over a million, then there is no need to apply independently. All information is transferred by default from the passport office.
  3. The last step is to contact the FMS . Here the registration is certified by documents. Males must also provide a military ID to be marked accordingly.

Step-by-step instruction

Do they take passport photos at the MFC? In theory, yes, but in practice there are not always technical possibilities for this. Before going to the MFC, it would be better to clarify whether the opportunity to take a photo is currently available or whether you will have to go to a studio.

However, when there is no “registration” in the passport, what should you do? The answer is obvious - get it. If a citizen is located where he does not plan to reside permanently, he can register temporarily. In this case, no information is entered into the passport, and such registration does not cancel the permanent one. Registration is carried out by the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation and its territorial branches.

    What a Russian general passport looks like is regulated by Decree of the Government of the Russian Federation of 07/08/1997 No. 828. Later, however, some changes were made to the decree. Today, the certificate has a unified form, and information is entered into it exclusively in Russian.

    The size of the Russian Federation passport is 88 by 125 cm, and the number of pages is 20. All of them are stitched along the entire fold line with a thread of two colors, equipped with a dotted backlight, which appears when viewing the document in UF radiation. In addition, 14 of the available pages contain ornamental numbering, which is duplicated in the center of the sheet in the background grid.

    Serial number

    Each passport has an individual serial number. It includes three groups of numbers. Of these, the first two (4 digits in total) are the series of the form. The third set of digital characters (6 digits) is its number.

    The numbering in the document is applied using a special letterpress method at the top of the page under numbers 2 and 3, and since 2007 also using laser perforation at the bottom on pages 5-20. At the same time, you can see the numbers on each even sheet thanks to end-to-end burning in a mirror image.

    We recommend that you understand more precisely what information this set of numbers contains, and why the series and passport number are needed.

    Cover

    The appearance of the document is also of interest. The outside of the passport is covered with dark red material. At the top of the cover there is the inscription “Russian Federation” in two lines.

    In the very center you can see the golden embossed coat of arms of the Russian Federation (without a shield). Beneath it, in the same golden letters, is the word “passport.” If you open the cover, on the back you will find a photograph of the Moscow Kremlin with a typographic “rosette” design underneath it.

    Purpose of passport pages

    The main Russian document for internal use has a strictly established scope, and this is not at all accidental. All pages of the passport have their own purpose.

    Pages 1, 2, 3 and 20

    When you open the document, you will immediately see an image at the top - Russian heraldry (coat of arms) in color. Below it, in the center of the sheet, decorated with ornaments, in three lines are the words “Passport of a citizen of the Russian Federation.” Below them you will see a typographic “rosette”. Thus, we can say that the first page of the passport is the title page, containing only the title of the document.

    On the next page, number 2, there is information:

    • inscription “Russian Federation”;
    • Below it on the left side is the phrase “Passport issued.”

    After this comes the following information:

    • the date the document was issued;
    • code of the issuing unit;
    • personal code (not currently used);
    • signature.

    At the bottom in the left corner there is a subscript for the signature of the head of the migration service department where the identity card was issued. Here you will also find a place for printing, marked with the letters M.P. The text on this spread is parallel to the fold line, and the line spacing is 6.5 mm.

    Next comes the main page of the passport, which contains information directly about the owner of the document. It consists of two sections: the upper part is a 35 by 45 mm photo on the right and personal data (full name, date and place of birth, gender), the lower part is an area for records that are read by special equipment. In passports that were issued before 2011, this zone was not filled in. The location for the photograph is marked with corners.

    To protect personal information, the home page is laminated with a film onto which a hologram is applied. If you look closely, you will see a 16-pointed star, in which the letters RF are inscribed, and a coat of arms with the word “Russia” written in the form of an arc.

    In each column, between the rows, you will also see the inscriptions RUSSIA and “Russia”. You will also find an element with the letters RF in the right corner of the page at the very top. If you change the angle of viewing this circular symbol, you can see how it changes color, ranging from purple to green. Thus, pages 2 and 3 of the passport are the most important spread in the entire document.

    As for page number 20, it contains information about the document itself, the so-called extract from the relevant Regulations on the Russian passport. It talks about what this document is, when it is subject to replacement and what rights and obligations its owner has.

    Registration

    No entries are made on page 4 of the Russian ID. But page 5 of the passport is already intended for marking registration at the place of residence of citizens. A total of 8 blank pages are provided for registration data. The symbol for these purposes is the heading “Place of Residence”.

    All free space up to the 12th page can be used for registration stamps. Until 2004, photos of children under 14 years old were posted on page 12, which allowed them to travel to the Kaliningrad region without a personal passport.

    Special marks

    Since the identity card contains basic information about its owner, we must not forget about the special marks that must be indicated in the document. These include information about military duties.

    In the passport, this data is indicated on page 13 under the heading “Military duty.” Usually this stamp is given to men who have reached the age of 18. The stamp indicates the date when it was placed in the document and the signature of the responsible person.

    Marital status information

    The next spread of the document is intended to mark the marriage and its dissolution, if this fact took place. The pages of the passport about marital status are numbered 14 and 15. It is quite difficult to confuse them with others, since the heading at the very top of this spread tells us this.

    It is worth recalling that the passport must reflect all changes in marital status that occurred in the citizen’s life. This is especially important to consider when complying with all sorts of formalities related to other documents.

    Children

    Information about children is entered on a spread, which consists of pages 16 and 17. The entry in this section is made parallel to the fold. Thus, the passport in its expanded form in this part is a completely systematized source of information. At the top of page 17, in the central part, the heading “Children” is indicated. The table begins here and goes to page 16.

    The table contains 18 rows and 4 columns:

    • gender of the child
    • FULL NAME,
    • date of birth of the child,
    • personal code.

    The last column is currently not filled in. Sometimes a red round seal of the Main Directorate of Migration Affairs of the Ministry of Internal Affairs is placed on it, which confirms the Russian citizenship of the minor citizen. The spacing between lines is 6.6 mm.

    Blood type and tax identification number

    The next page - page 18 of the passport - is intended for the following marks:

    • blood type of the document owner,
    • Rh factor,
    • an identification number.

    This information can also be considered personal, and therefore mandatory for inclusion in the passport.

    Foreign and previously issued internal passports

    No less important is information about what personal documents were issued to this citizen previously. Moreover, in this case we are talking about internal passports as well. The data is entered into a special stamp, which is placed by the migration service on page 19: the series and number of the document, the date of its issue are indicated.

    Exactly the same algorithm is used to enter information about foreign passports. This information also facilitates many important procedures and formalities.

    What is the length of the fields in the passport?

    A description of a document will not be complete without information about how many numbers, for example, its series contains or how exactly the date of birth is recorded. For convenience, we present all this data in the table:

    Print text

    All entries in the passport are typewritten in Russian. The presence of marks in a document (other than those provided for by the rules) made by hand makes it invalid.

    Since 2011, a machine readable entry has been made on the third page of the document. It encrypts basic information about the owner of the document. On pages 2 and 3, the number and series of the certificate are printed with printing ink. For all remaining spreads starting from 2008, they are stamped using laser perforation.

    Photo

    As mentioned above, space for a photograph of the owner of the document is allocated on the third page. It should be remembered that the image must be of a strictly defined size and made in accordance with all the rules. Otherwise, the photo will simply not be accepted for work, which may cause a delay in issuing the certificate.

    To prevent this detail from becoming an obstacle to your most important document, carefully study the photo requirements for a Russian passport.

    In the part of the page where the photograph should be pasted in, there are special markings. Together with all the entered data, the image must be laminated. Considering the validity period of the document, you need to pay special attention to your appearance, since you will have a long period of using the received passport.

    Protection and special characters

    The passport of a citizen of the Russian Federation has several degrees of protection. All of them can be divided into several groups:

    LocationDescription

    Paper“RF” watermarks (visible if you look at the light);
    Three types of fibers. When viewed with the naked eye, red ones are visible; when viewed with UV radiation, light green and yellow ones are visible.
    PagesWhen exposed to ultraviolet light, the phrase “Passport of a citizen of the Russian Federation” appears on page 2, on the third – “Russia”, on pages 6,8,9, 12 – “place of residence”
    The title on the title page is made using metallographic printing. You can feel the textured surface by touch.
    All pages of the passport are also equipped with a relief design in the form of a grid.
    All sheets are distinguished by an “iris print” - colors smoothly transition from one shade to another.
    On pages 2 and 3, the lines on which information is entered are filled with microtext
    On page 20, if you look at the dark stripe at an angle of 10-50 degrees, you can see the word “Russia”.
    FormAlong the fold line, the document is stitched with two-color thread - red and yellow. In this case, when viewed under ultraviolet light, a yellow illumination can be seen. The distance between firmware steps is 0.5 cm
    Laminating filmIn the places where it fits, images are applied with a special paint, which transfers to the paper. The so-called perimeter ligature.
    SeriesCorresponds to the region encoding. In this case, each department of the Main Directorate for Migration and Migration can have its own stamp of numbers.

    Features of stamps and seals

    When examining your document, you may find that it contains a number of stamps on certain pages. They usually tell us the following information:

    • registration;
    • family status;
    • military duty;
    • about traveling to another country that allows border crossing on the basis of an internal passport.

    The appearance of stamps may vary. Most often they have the shape of a square or rectangle. They usually have space for you to enter information manually. The prints included in the document are not always of high quality, which is due to the use of outdated equipment.

    On the second page of the identity card you can find a round official seal, which is affixed by the authority that issued the document next to the signature of the head of this department of the Main Department of Migration Affairs of the Ministry of Internal Affairs.

    Types of registration

    Constant

    Legal representatives or parents are responsible for registering the child at the place of residence, according to the official position of the Main Directorate for Migration of the Ministry of Internal Affairs. If this right is violated, they bear administrative responsibility.

    The rules for registering a citizen of the Russian Federation, as well as for minor children, are regulated by Order of the Federal Migration Service No. 288 and Article 20 of the Civil Code, which establishes the right to register children under the age of majority at the place of registration of their legal representatives.

    Article 20 of the Civil Code of the Russian Federation. Citizen's place of residence

    1. Place of residence is the place where a citizen permanently or primarily resides. A citizen who informs creditors, as well as other persons, about his other place of residence bears the risk of the consequences caused by this.
    2. The place of residence of minors under fourteen years of age or citizens under guardianship is recognized as the place of residence of their legal representatives - parents, adoptive parents or guardians.

    Temporary

    A foreign passport can be issued if you have not only a permanent residence permit, but also a temporary one. This is enshrined at the legislative level and is confirmed by Federal Law 864, which also explains the issuance of a foreign passport without the fact of permanent registration.
    Attention! Temporary registration cannot serve as a refusal to issue a foreign passport.
    If the registration is temporary, then according to Federal Law No. 28 of the year, which amended Article 10 of Federal Law No. 114 “On the procedure for leaving the Russian Federation and entering the Russian Federation,” the passport production period will take up to three months. This should be taken into account when planning a trip abroad in order to meet the deadlines.

    Does a child need registration to apply for and receive a passport?

    Children, just like adults, can get a foreign passport without registration, that is, registration is not at all necessary . However, registration has its advantages. For example, the registration period is reduced to one month, whereas without registration you will have to wait at least four months.

    List of documents for registration.

    To obtain a foreign passport for those children who have no problems with registration, the following list of documents is required:

    1. A completed special form;
    2. Statement;
    3. 2 photographs (for the old format 3) on matte paper (3.5 * 4.5);
    4. Birth certificate (+ photocopy);
    5. Document confirming citizenship (+ photocopy);
    6. Passport of one of the parents (+ photocopy);
    7. Receipt (for payment of state duty).

    Attention! The passport production period should not exceed one month.
    For the convenience of citizens, the State Services website offers an online application function . To do this you need:

    A change of place of residence haunts a person throughout his entire life. It’s not often you meet people who have lived their entire lives in one apartment. Most often, a change of residence is dictated by moving to another area, city or country. Having settled in a new place, a person registers with the migration authority - in other words, obtains a residence permit.

    Hello, I have a question. I submitted documents to replace my passport when I turn 20, but it will be done until April 16; at the moment I have an ID instead of a passport. I urgently need to change my registration. The house in which I am registered is being sold and I need to check out.

    Can I change my registration now, while I don’t have a passport? Or do I have to wait until I receive my passport? Or should I apply for a replacement passport later? Marina There is an answer Answered by Pogodina Svetlana Nikolaevna Lawyer From the day all documents for changing a passport are submitted to the FMS, the period for providing the state service for the production and issuance of a new passport begins to count.

    What do you need to check out of your apartment?

    The power of attorney is certified at the notary office at the place of residence of the principal. It is important to indicate in the power of attorney the fact of “extract from the apartment.”

    Registrars will not accept other wording. And then, the expanded powers of a not entirely honest trustee play a cruel joke on the trustee. Procedure Instructions for deregistration through a representative:

    1. Call the Department of Internal Affairs of the Ministry of Internal Affairs and find out if they are considering an extract by power of attorney.
    2. Draw up a power of attorney and have it certified by a notary.
    3. Come to the migration office.
    4. Fill out the application form No. 6.
    5. Provide documents and receive a coupon confirming acceptance of the application.
    6. Come at the appointed time to collect your passport and certificate.

    The applicant can use Method No. 1 or Method No. 2, depending on the nature of the extract.

    Important

    Disabled person Actually, this procedure does not have any differences from the procedure with ordinary citizens without disabilities. In this case, the same documents are required for registration and discharge.

    But if we are talking about forced discharge, then again you will have to act through the board of trustees. And it is not a fact that even if there is a reason, a citizen will be deprived of the right to reside.

    No court sets itself the goal of making a person homeless, so if it is definitely established that a disabled person has nowhere to go, the court will leave him in this apartment as a tenant. This may be confirmed by documents indicating a non-working disability group.

    In what cases does a passport become invalid?

    The most unpleasant thing that can happen to a passport holder is a situation when his document is declared invalid due to illegal acquisition of Russian citizenship. In this case, the violator may not only lose his acquired civil status, but also be deported from Russia.

    Other reasons why a personal ID may be delegitimized include:

    • The end of the period allotted for the exchange of a document (upon reaching the ages of 20 and 45 years).
    • Change of personal data.
    • Change in appearance as a result of plastic surgery.
    • Damage to the form.
    • Errors in information and in their writing.
    • Inability to read information.
    • The presence of records that are not provided for by the regulations.
    • Missing pages.
    • Visible mechanical damage.

    We recommend that you find out in more detail when a passport is considered invalid.

    As for erroneous information, it is most often entered into the document due to the fault of employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs. It is for this reason that immediately after receiving the document, you must carefully study it for errors. If any inaccuracies are found, the passport must be replaced again.

    Penalties

    If for some reason your passport is no longer valid, it means that you simply don’t have one. This state of affairs falls under Article 19.15 of the Code of the Russian Federation on Administrative Violations.

    In other words, a Russian citizen who lives without an identity card will face a fine as soon as the 30-day period allotted for replacement expires. Today, the fine is 2-3 thousand rubles, and for residents of Moscow, St. Petersburg and the corresponding regions - 3-5 thousand.

    And don’t forget that you have exactly 60 days to pay the fine. If the funds do not reach the treasury during this period, you will face a new sanction for failure to fulfill obligations to the state.

    As a penalty, a monetary penalty in the amount of two times the first amount, or community service for 50 hours, or arrest for up to 15 days, can be applied. In a word, it is cheaper and more profitable to comply with the laws.
