Parental leave is given for only three years. Many mothers try to go back to work after this period or even earlier. However, who will look after the child? The question arises of enrolling your child in kindergarten. This is not easy to do: even if they are registered in the district attached to the kindergarten, sometimes parents have to stand in line for enrollment immediately after the birth of the baby.
Children registered at an address related to the preschool educational institution have priority rights to enroll in kindergarten. But what about those families who are registered elsewhere? Let's consider options on how you can place your child in kindergarten without permanent or temporary registration.
Advantages of registration
Registering is the responsibility of all citizens. If a couple has a baby, they are required to register it with one of the parents.
Registration can be primary, at the address where a person lives permanently, and temporary, when he moves to a new address for a while for work and study. When living in another city, a citizen must register there; registration is mandatory for him. Such rules are outlined in migration legislation, and living without registration is punishable by fines.
In another city you are allowed to live without registering for no longer than 90 days. If it is noticed that a person is violating migration laws, he will be forced to pay a fine of 2,000 to 5,000 rubles.
Many people believe that it is difficult to prove a stay at an address longer than 3 months, so it is not necessary to register. However, having a temporary residence permit provides many advantages:
- service at the district clinic;
- official employment;
- placement of children in an educational institution;
- use of banking services.
One of the main benefits of registration for families with children is the ability to enroll your child in kindergarten. For a kindergarten you need a registration; without it, getting into the preschool educational institution of interest is much more difficult.
Options for getting a place in kindergarten without permanent registration
Problems with admission to a preschool educational institution may arise if:
- there is no permanent registration;
- the actual place of residence does not coincide with what is indicated in the passport;
- the selected institution is located in another district or city.

Temporary registration
Registration at the place of residence in the area where the garden is located is the best option. It is enough for one of the parents to register so that the minor has the opportunity to register at the same address.
You cannot register one child. According to the law (Civil Code of the Russian Federation, Article 20, paragraph 2), a child under 14 years of age must live with one of the parents. The owner of the property cannot object to registering the child at the place of registration of his parent.
Therefore, if the parent himself does not have a residence permit in the place of his actual residence, then he must first obtain one. In this case, when applying for temporary registration, the presence of the owner of the living space is mandatory. How to place a child in kindergarten if there are places
The rules for enrolling in preschool educational institutions are set out in Order No. 293 of the Ministry of Education and Science dated 04/08/2014 and Federal Law “On Education” No. 273. It states that children with local registration have the priority right to receive preschool education services.
State kindergartens are distributed by district, they serve a specific circle of addresses. Parents living there can queue up for a place for their child. In densely populated cities, it is necessary to sign up for a waiting list as early as possible; many do this immediately after the birth of the baby.
Each preschool institution has a limited number of places to which it can accept children. This quantity is approved at the official level. By a happy coincidence, there may be free places left in the kindergarten, then the administration decides to enroll children from other regions or cities.
According to the law, the head of a kindergarten does not have the right to refuse to admit a child who does not have local registration if the institution has free places. Children must be accepted. If parents receive a refusal, they need to contact the district education department to clarify the circumstances.
Is registration required for a kindergarten by law?
Kindergarten (abbreviated as preschool educational institution) is an educational institution. Let's look at two main documents that will help answer the question: “Do you need registration?”
Law of the Russian Federation No. 5242-1 (Article 3) states that lack of registration cannot be a reason for restricting human rights and freedoms, and the Constitution of the Russian Federation (Article 43) establishes that everyone has the right to receive education. Therefore, according to the law, lack of registration does not cancel the child’s right to enter kindergarten.
Everything that concerns the admission of preschool educational institutions is also spelled out in the legislation - Federal Law No. 273 “On Education in the Russian Federation”. The articles governing this provision are provided in the table below:

It turns out that the child has the right to receive an education, and the lack of registration cannot cause a violation of this right. At the same time, the same Article 3 of the Law of the Russian Federation No. 5242-1 states that citizens are required to have a residence permit (permanent or temporary).

Violators of the law face a fine of 2 to 3 thousand rubles (Administrative Code of the Russian Federation, Art. 19.15.2). The fine for the child is paid by his parents, since he has not reached the age of 16 to bear administrative responsibility for himself. Temporary registration
The best way to solve the problem is to obtain temporary registration for one of the parents. By law, children must be registered where mom or dad live, so by registering at a new address, you can easily register your baby.
If parents came to study or were sent on a business trip, then for temporary registration it is enough to present a document on residence in the hostel. This is enough for registration.
Many people prefer to rent an apartment when moving. Of course, it is best to do this by concluding a rental agreement. The rental agreement is necessary not only to ensure security, it makes it possible to make temporary registration.
Having a rental agreement in hand, a family with children can contact the migration service to obtain temporary registration. The rental agreement provides this opportunity; permission from the property owner is not required, because by drawing up the agreement, he has already expressed consent for the tenants to live. Temporary registration is issued for the duration of the lease.
The second option to register temporarily is to ask relatives who have living space in the area of interest for help. One of the parents - mother or father - is registered there together with the children. In this case, consent from the property owner will be required.
A child registered on a temporary basis has the same rights as children with primary registration. Parents can stand in line and send their child to kindergarten.
Employment in kindergarten
Another way to enroll children in kindergarten without registering them at their place of residence is for one of the parents to get a job at a preschool educational institution. This option is well suited if this is the baby’s first visit to kindergarten.
Salaries for employees of preschool institutions are usually small, especially for junior staff. Preschool institutions often experience a shortage of teachers, nannies, and cleaners. If mom doesn't work, she can get a nanny position. A quota is allocated for the children of employees, they are accepted without a queue, and in this case registration is not needed.
By using this option, mom will receive several benefits:
- additional income;
- entry into the work book and length of service;
- attractive social package for educators;
- the opportunity to be close to your son or daughter;
- and, of course, the child’s immediate placement in kindergarten.
As a rule, there are no special educational requirements for employment in lower positions. However, if the mother has a teaching or medical diploma, she can apply for the position of a teacher, child psychologist or nurse.
Paid visit
Kindergartens, like other state educational institutions, are financed from the federal budget. For this money, the necessary minimum is provided, but each manager is interested in purchasing new equipment for children, repairs, and introducing new programs, and all this requires funds.
Parents can offer their services as sponsors. In this case, you can place your child in kindergarten without registration and without waiting in line. The amount of contributions is determined at the administration level, and an agreement is concluded with the family.
Don’t forget about the easiest way to enroll your son or daughter in kindergarten - these are private educational institutions. Private kindergartens have a number of advantages:

What do you need to register for preschool? List of required papers:
- mother's or father's identity card;
- birth certificate of the baby;
- medical documents - certificate 095U, card 026U, vaccinations 063U, medical policy;
- application addressed to the manager;
- document on family composition;
- papers giving the right to preferential enrollment.
These papers are submitted to the administration of the preschool educational institution. You can register for kindergarten remotely by submitting an application through the State Services portal. To do this, you just need to go through the registration procedure on the portal and fill out an electronic application.
What does it take for a child to be accepted into kindergarten?
In order for the child to be enrolled in a preschool institution, parents need to register in advance on the electronic portal responsible for education services or personally go to the selected kindergarten. The collected documents are attached as files to the account or handed over to the head of the kindergarten. Required documents include:
- birth certificate;
- passports of parents (guardians);
- medical reports and vaccination certificates;
- medical card;
- child registration document;
- preferential documents.
After submitting an electronic or written application, it will be reviewed and checked for the accuracy of the information provided. A response will then be given indicating whether the registration was successful. If yes, then the child’s data is entered into a single database and assigned a personal number.
Parents are allowed to submit documents to 3 preschool institutions that will be convenient for the child to attend. If applications are written with errors, they will be sent to the applicant for revision.
When are the lists made?
In order for a child to go to kindergarten according to his age, an application must be submitted immediately after his birth:
- March and April – groups of children aged 3-7 years are formed;
- May – groups of children aged 1.5-3 years are completed. First, children from 2 to 3 years old are enrolled, and if there are places left, then children from 1.5 to 2 years old;
- June - the heads of kindergartens should already have a list of everyone who wants to enroll. The composition of the group is distributed 50:50 (beneficiaries: non-beneficiaries).
Information about the availability of free places is reported by the head of the education department. Therefore, a child’s enrollment can occur during the academic year if space becomes available.
