Russia does not have a permit system for registration. The term has survived as a relic of Soviet housing law. It is advisable to replace it with the concepts of “permanent and temporary registration”.

The registration period ranges from 3 to 7 days and depends on the completeness and accuracy of the submitted documents. When registering, the presence of the owner of the apartment or other residential premises is required. The absence of the owner and representation of his interests under a notarized power of attorney may raise questions from the employees of the passport office or the MFC.

Registration provides the right to permanently or temporarily use the living space for its intended purpose.

To obtain registration, the owner must submit a title document for the property, fill out Form No. 6 - application for permanent registration and receive a receipt for acceptance of documents.

If a citizen registers in a privatized apartment, then permission from all property owners is required.

To obtain a new stamp, you must submit to the registrar:

Legislation

The procedure for obtaining permanent and temporary registration is regulated by Government Decree No. 713 of 1995.

According to clause 16 of the document, the owner of the property is obliged to appear at the registration documents at the place of residence within 10 days after being removed from the previous place of registration. Failure to comply with this rule may result in administrative liability under Art. 19.15.1 Code of Administrative Offenses of the Russian Federation .

For minors

The place of residence of children under 14 years of age is considered to be the place of residence of their parents or guardians (Article 20 of the Civil Code of the Russian Federation). For military personnel

Military registration is carried out on a general basis. An exception is made for conscripts who cannot obtain permanent registration in the barracks.

Without home ownership

Registration is not considered the basis for the emergence of property rights to housing.

When the owner of the property changes, the registration of the remaining residents is terminated, but people may not be discharged if they live in the apartment under a permanent use agreement. If disagreements arise, citizens will have to be forcibly discharged through the court.
