General rules for registering foreigners

According to existing legislation regarding the registration of foreigners, every new arrival is required to register with the federal migration service within 7 days. For citizens of the countries of Belarus, Armenia, Tajikistan and Kyrgyzstan, different registration deadlines have been established. They are given a period of up to 30 days.

Current legislation places control and obligation on the issue of registration on the receiving party, either an individual or a legal entity.

  • An individual is an owner who provides his premises for the residence of a foreigner and himself permanently resides in Russia
  • The accommodation facility can be a hotel, inn, sanatorium
  • A legal entity – which employs foreigners, having for this purpose premises on the balance sheet of the enterprise, for organizing accommodation, and also which has accreditation to work with foreign citizens

Important! Citizens of Ukraine who arrived on a private visit or for tourism purposes for a period of less than 90 days are exempt from this procedure.

The receiving party prepares a package of documents and applies to the migration service department. The service employee checks the correctness of the documents and gives back the tear-off notification form for registration. This paper is handed over to the migrant, who is obliged to keep it until leaving the country.

Extension of migration cards for refugees in 2020 in the Russian Federation

Temporary asylum status is granted to foreigners by a number of Russian regions, but not all regions have such rules. New deadlines are established on the basis of an application to the migration service upon presentation of a foreign passport and migration card indicating the status of a foreigner - a refugee.

In connection with the difficult political situation in Ukraine, the Migration Service has been instructed by the Government of the Russian Federation to increase the stay of citizens of this country without hindrance when they submit applications.

Attention: Persons with Ukrainian passports should independently pay attention and promptly resolve such issues as obtaining a patent for work and searching for a vacancy.

The same package of papers is submitted for renewal as during the initial registration with the Federal Migration Service of the Russian Federation of a citizen of Ukraine. It includes a valid international passport, migration card, employment contract or certificates of marriage or birth of children, work permit, and other documents justifying the purpose of staying in Russia.

To employ persons with Belarusian and Kazakh passports, it is not necessary to obtain a work permit. The employer, which is a Russian organization, must provide the migration department with a copy of the employment contract, constituent documents for the legal entity and an application signed by the head of the organization or a person authorized by him, with the seal of the company.

Important: when traveling to the Russian Federation in a visa-free regime, you must register for migration with the authorized body within 7 calendar days. This category includes, in particular, citizens of Uzbekistan. Persons with Tajikistan passports are given 15 days to fulfill this obligation.

For citizens of Ukraine, it is permissible to stay in the Russian Federation for 90 days, for residents of Belarus, Armenia, Kazakhstan - 30 days. Citizens of Belarus are not required to fill out a migration card when crossing the border.

Migration registration of Ukrainian citizens in Russia in 2020

If citizens of Ukraine come to Russia for the purpose of employment, then they need to register for migration within up to 7 days.

Important! Migration registration of citizens of Ukraine in 2020 includes registration at the place of residence for those who have a temporary residence permit or residence permit, and at the place of stay for the rest.

To obtain temporary registration for a citizen of Ukraine, the following is provided:

  1. A copy of the Ukrainian passport (pages with full name, photograph, date and place of birth, series and number).
  2. Migration card with a border service stamp.
  3. Completed arrival notification form.
  4. The form must be filled out on a computer or by hand in block letters without erasures or abbreviations.
  5. Papers of the receiving party (passport of an individual or constituent documents of an organization).

Validity period for temporary registration

Migration registration is carried out for a maximum of 90 days. If necessary, this period can be extended. As a rule, this requires good reasons: a foreigner is waiting to receive a patent, temporary residence permit or residence permit, admission to a Russian university, etc.

Grounds for extending the period of stay

Citizens of Ukraine have the right, on a general basis, to extend the period of continuous stay on the territory of the Russian Federation, for which they must contact the migration service (GUVM MIA) to re-register for migration for 90 days. However, not everyone will be approved for an extension; the grounds for extending the period of stay of a foreign citizen in Russia are:

  • Admission to a Russian university.
  • Obtaining a patent for work.
  • Obtaining the official status of a highly qualified specialist.
  • Documented expectation of a residence permit or receipt/extension of a temporary residence permit.
  • The prospect of extending a work visa.
  • Waiting to receive permission to work in the Russian Federation.
  • Refugee or temporary migrant status was issued.

Extension of the period for registration of a foreign citizen at the place of residence for the legal stay of a citizen of Ukraine on the territory of Russia is also possible in the event of confirmation of illness or death of a close relative. To do this, you need to contact the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs with a corresponding application and attach to it the necessary package of documents (passport, migration card, documents confirming the illness of a relative, etc.)

Extending the stay of Ukrainians in Russia

The preferential migration regime for persons arriving from Ukraine provides for the possibility of extending registration when the statutory period of 90 days has expired. While the crisis continues in Ukraine, benefits will remain in effect, although the quota for accepting refugees has been reduced in 2020.

To extend their stay in Russia, a citizen of Ukraine is required to contact the federal migration service at their place of residence and submit an application. The application is accompanied by a passport and migration card.

Ukrainians have the opportunity to renew their registration if:

  • entered the educational institution.
  • Signed a contract for work or acquired a patent.
  • Invited as highly qualified specialists.
  • Received refugee status.

When applying for a job, Ukrainian citizens receive the right to extend their period of residence for as long as the employment contract is valid, but in total for no more than one year. Extension of registration is carried out by putting marks on the migration card.

Extension of the validity period of a migration card in Russia in 2020

The card can be extended if you are in Russia and there are grounds for staying in the country. To do this, you need to contact the FMS department at the place of registration and provide with your application a package of documents justifying the legality of your stay in the state.   2. Registration of a residence permit (residence permit).

Registration procedure and deadlines

According to Art. 15 Federal Law of the Russian Federation No. 109, registration in Moscow for citizens of Ukraine is mandatory if the foreigner permanently resides at this address. This is done only if the candidate has the right and opportunity to fully use the square meters.

  2. international passport;
  3. temporary residence permit in the country;
  4. confirmation of the right to use living space;
  5. migration card.

Depending on the circumstances, a Ukrainian citizen can be registered within 24 hours if all the required certificates are submitted.

Registration at the place of stay for Ukrainian citizens

Registration at the place of residence of Ukrainian citizens in the Russian Federation is a registration of Ukrainians, which is temporary.

If a citizen of Ukraine has his own housing in Russia, then registration is issued at the location of this object. If there is no real estate in the Russian Federation, registration at the place of residence can be obtained from relatives or friends.

It is important to know that the owner of the residential premises where a citizen of Ukraine is registered can be not only a citizen of the Russian Federation. Consent to temporary registration of a Ukrainian in his home can be given by a foreign citizen who has a residence permit in the Russian Federation.

1. Upon entering Russia, a Ukrainian receives a migration card, the main document for staying in Russia for no more than three months.

2. The receiving party must fill out a notification form about the arrival of a foreign citizen at the place of stay and submit it to the FMS in person, through the post office or through the MFC.

3. The Federal Migration Service checks the correctness of completion, the presence of documents and accepts the notification of the arrival of a foreigner and enters the provided information into the database, after which it makes a note about acceptance of the notification on the detachable part of the form and returns it to the receiving party.

4. The receiving party gives the received detachable part of the notification form with a mark from the FMS about acceptance of the notification to the foreign citizen.

After 90 days, a foreign citizen must either renew registration for existing reasons, or leave the Russian Federation for 3 months. There is no need to send a notice of departure of a foreign citizen, since this information is automatically entered into the FMS database when a foreigner leaves Russia.

Features of issuing migration cards in the Russian Federation in 2020 for citizens of Ukraine

For foreigners entering Russia on a temporary basis, a migration card is issued with a limited validity period. The validity period can range from 3 days to several years, depending on the reason for visiting the country.

For persons arriving in Russia without a visa, the validity of the card is determined on a 90/180 basis. This means that you can stay in the country for a full 90 days within six months with the possibility of traveling – on a multiple basis, or for one trip. When returning to the Russian Federation, a summed time calculation is made several times.

If 90 days are exhausted, but on a visa based on a migration card, entry through the border control point will be prohibited. You will need to contact the Russian consular office in Ukraine to obtain a new visa permit. In case of violation of the migration rule, visiting the Russian Federation will be prohibited for several years and a fine will be imposed. Such foreign persons will face administrative proceedings and expulsion from the territory of the state if this violation is discovered while in Russia.
