Registration of a child at the MFC

Up to 14 years of age, a child can only be registered in the place where his parents or legal representatives are registered

Before registering a child, you must submit an application to the MFC at your place of residence. To carry out this operation, one of the parents needs to collect all the necessary documents and fill out an application. There is no state duty charged for this service. After 8 days from the date of submitting documents for registration, the parent receives a “Certificate of Registration at the Place of Residence.”

Rules for registration of newborns and minor citizens according to the laws of Russia

The legislation regulates the process according to which the registration of minor children is carried out at the place of residence of the parents.

The main provisions are contained in the following regulations:

  • The RF IC regulates the basic rights and obligations of children and parents;
  • The Civil Code of the Russian Federation establishes the rule of joint registration of a child under 14 years of age with his parents;

There are certain rules for registering a newborn that the parents or legal representatives of the baby should adhere to.

Registration of newborns does not take much time, does not require the preparation of an impressive package of documents, and does not entail any expenses.

How to register a person under 18 years of age

The procedure for registering a child takes place in several stages:

  • Select the nearest MFC branch in the “MFC Addresses” section;
  • Join the “live” electronic queue. To do this, you need to take a coupon through the terminal at the MFC (alternative: call the nearest branch);
  • Mother/Father must collect the necessary package of documents and provide it to the MFC employee, while the presence of the child himself is not necessary;
  • Fill out an application;
  • An employee of the multifunctional center checks the application submitted by the parents for errors, then gives a receipt for receipt of the document;
  • At the time appointed by the employees, the parent(s) must come to the MFC, give the receipt to the employee and pick up the completed document.

What documents need to be issued for a newborn?

Birth certificate

The paperwork for a newborn begins with a birth certificate, which identifies the child and confirms his civil rights. This is the main document of a person until he receives a passport at the age of 14. The certificate certifies the registration of the fact of birth in state registers. This document contains personal information: last name, first name and patronymic of the baby and his parents, their nationality, date and place of birth of the baby, as well as the civil registration number and information about which department of the registry office and when this recording was made. You can obtain a birth certificate at the civil registry office at the place of birth of the child or at the place of registration of one of the parents, through the State Services portal or at the MFC. In some cities it is possible to obtain a document in the maternity hospital where the baby was born.

Registration at place of residence

Receiving medical care and enrollment in preschool and educational institutions requires the child to have a mandatory registration. He must be registered at the place of residence of the mother or father. Registration must be completed immediately after the birth certificate is ready. You can register children at your place of residence at the passport office, at the Federal Migration Service office, through the MFC or the State Services portal.

Compulsory medical insurance policy

In order for a child to have access to free medical care, it is necessary to take out a compulsory health insurance policy within 60 days of birth. It makes it possible to be observed in a public clinic at the place of service, to perform medical procedures and manipulations, and to get vaccinations. Parents have the right to contact any insurance company. In addition, you can apply for a policy through a multifunctional center or the State Services portal.

SNILS

An insurance certificate of compulsory pension insurance is issued after registration in the Pension Fund system. SNILS will be needed

  • when applying for many benefits and payments for a newborn: for example, a certificate for maternity capital, benefits for large and low-income families, pensions for disabled children;
  • when receiving free medicines and specialized food for the baby;
  • in the future, when applying for a voucher to a sanatorium, for free travel to the place of treatment.

You can submit documents to receive SNILS at the territorial office of the Pension Fund at your place of registration, at any MFC or through the State Services portal. In some regions, it is possible to fill out an application for a pension certificate at the registry office when receiving a birth certificate.

Citizenship

A newborn's citizenship of the Russian Federation is determined by default if his parents have Russian citizenship and the child was born on Russian territory. However, it is still worthwhile to legally obtain citizenship for the baby. In the future, this document will be useful when the child travels abroad, to obtain a passport at the age of 14, and also if the family issues a certificate for maternity capital. TIN

An individual taxpayer number is needed to carry out financial transactions. A TIN should be issued for a newborn in cases where it is planned to register any taxable property to the child, if an inheritance is being registered in his name, or if the parents are counting on a tax deduction for the sanatorium treatment of the baby. You can submit an application for assignment of a TIN at the tax office at the place of registration of the newborn, at the MFC, on the State Services portal or on the official website of the Federal Tax Service of Russia.

Mark in parents' passports

O in parents' passports is not mandatory. However, it is better to put a stamp on the appropriate page. In some situations, it will help confirm the child’s citizenship, age and relationship with him. Such a mark may also be needed when applying for certain benefits and benefits, when parents receive a foreign passport, when enrolling a child in preschool and educational institutions. The stamp is made at the Federal Migration Service office at the place of permanent registration of the applicant.

Cost and timing of child registration

When submitting documents to the passport office, the registration period does not exceed 3 days. However, due to the need to send documents from the MFC branch to the registration authority and back, the process may take up to 8 days.

The service is provided free of charge. If the child does not have a registration, the parents may be brought to administrative responsibility (Article 19.15.1 of the Code of Administrative Offenses of the Russian Federation).

For violating the registration rules, the legal representative will be fined from 2,000 to 5,000 rubles.

Registration of documents for a newborn at the MFC in one application

Baby's first documents

In order to carry out the procedure for registering a newborn at the place of residence, the first step is to obtain the main document of the newborn - a birth certificate. It is issued on the basis of a certificate from the maternity hospital, which is valid for a month.

It is legally established that an application for a birth certificate must be submitted no later than one month. But, despite this, you can register a newborn at any time, even before he reaches adulthood. The main thing is to have a medical certificate of the established form (form No. 103/u-08).

If such a certificate is lost within a year, a duplicate is issued. If the child is over a year old and the certificate is lost, the fact of birth is determined by the court.

State registration of a child after birth is formalized in the registry office at the place of birth of the child or at the place of residence of the parents. To properly record the birth of a child, you must provide the following documents:

  • certificate from the maternity hospital;
  • parents' passports;
  • marriage certificate (if available).

Information about the mother is recorded on the basis of the child’s birth certificate, and information about the father is recorded on the marriage certificate. When the marriage is not registered, the presence of both parents is mandatory. An entry about the father is then made either on the basis of the actual establishment of paternity, or at the request of the mother. It is possible that the mother does not want to provide information about the father at all.

You should not delay obtaining a birth certificate, since along with it the registry office will issue a certificate of form No. 24, on the basis of which federal benefits for a newborn are issued.

Where can I go to register my child?

  • Housing department servicing the house where the child will be registered;
  • territorial branch of the MFC;
  • directly to the migration department of the Ministry of Internal Affairs (if the house is private and there is no service company).

Deadline

  • if the child is discharged from the previous address - 7 days from the date of discharge;
  • if a newborn is registered for the first time - 7 days from the date of receipt of the birth certificate, but no later than one month from the date of birth (otherwise the procedure for submitting documents will not be simplified).

In the second case, the legislator does not set clear deadlines; they are taken from established practice. Therefore, there is no liability for their violation. Just as there is no provision for liability in the first case, since a child cannot be brought to administrative responsibility until he turns 16 years old.

List of documents for registration of a newborn

To be able to smoothly complete the registration procedure, it is mandatory to provide the list of documentation established by the legislation of the Russian Federation.

So, what documents are needed to register a newborn child in an apartment or other real estate?

Birth certificate

A birth certificate is considered the first official document of a newborn.

To register it, you must contact the territorial registry office.

To obtain a certificate without any difficulties, you must provide:

  • certificate from the maternity hospital;
  • a copy of all completed pages of the passport of one of the parents;
  • original marriage certificate.

It is possible to submit the established list of documentation to both the mother and father.

The established period for obtaining a birth certificate is 30 calendar days from the date of birth (based on Federal Law 5242-1 ).

The birth certificate is issued at the same registry office to which all the necessary documents were submitted. If the document is received after the established period, then on the basis of Art. 19.15 of the Code of Administrative Offenses of the Russian Federation provides for administrative liability in the form of a fine of up to 3 thousand rubles.

Statement

An application form for further preparation is provided by representatives of the passport office during the application.

All necessary information in the document must be indicated by the parent in whose property the newborn will be registered.

Parents' passports

  1. If the parents are officially married, then it is possible to provide a passport of one of them.
  2. If there is no official marriage or we are talking about single mothers, then only the mother’s passport is added to the list of other documents.

Photocopies of all documents

As practice shows, it is recommended to make a copy of all necessary documentation in several copies.

If there are none, then representatives of the authorized body have the right to refuse to accept documents.
