Each school and other educational institution should have its own website.
This requirement is mandatory, but the legislation does not provide any conditions for exactly how this Internet resource will be maintained. Therefore, some schools cover every step they take, while others limit themselves to only general information.

But some information must be written on the website:

  2. The rules on which students are admitted to school.
  3. Number of places available for admission next year.
  4. Areas in which training is provided.

The website should have a special section where you can clarify information about the school’s affiliation, in particular about which houses are attached to it.

Department of Education

Regardless of the size of the locality, it has authorized institutions or individual specialists who deal with education issues.
Most often, visits by citizens on any issues are carried out at specially designated time intervals, so it is better to clarify the reception schedule in advance. These employees are competent in educational matters, so they can quickly answer which school the house is attached to.

But since this information can also be obtained from the Internet, it makes no sense to go to the department just for one question. Most often, this option is resorted to by citizens who have a number of additional questions, which can only be consulted on through a personal visit to the institution.

Every parent has the right to go to school and get advice on issues that are important to him or her related to admission and subsequent studies at school. The following information is provided without any problems:

  2. Number of training places.

How to get into a general education institution without permanent registration?

If there is a permanent registration, but the parents want to enroll their child in a school other than their registration, many parents think about applying for temporary registration, which will serve as a decisive argument for admission to both a municipal and a specialized educational institution.

To do this you should:

  1. Find a person (homeowner) who will agree to registration. They may be relatives or landlords.
  2. If the owner of the property does not agree to the registration of children, only adults can register.

The biggest difficulty here is getting the owner's consent. If there are children in the family, and the owner does not want to register them, then he is unlikely to give permission for registration, even temporary.

Plus, not only living in an apartment not at the place of permanent registration for more than 90 days requires mandatory registration of stay, but also the registration of a new registration at the place of stay obliges the family to live there, according to the law (RF PP No. 713 of 1995 on the procedure for registering citizens of the Russian Federation according to place of stay).

Fictitious registration is a criminal offense (63-FZ of the Criminal Code of the Russian Federation, Article 322.2 of the Criminal Code of the Russian Federation).

How and when is a child enrolled in school?

Every year a certain date is set from which the admission of students to schools begins. For example, this year the start date for registering children in schools was January 19. From now on, you can go to school with all the documents and enroll your child in the first or another age-appropriate class. From this day until July 31, those children who are assigned to the school at their place of residence are admitted.

Is it possible to get to school without permanent registration at the place of residence?

According to the legislation of the Russian Federation, every resident of Russia has the right to free education , regardless of various reasons. Lack of permanent registration is not a legal basis for refusal to enroll in a school if there are available places.

If a family with a child lives in a populated area, it must have any registration in accordance with RF RF No. 713 of 1995. Therefore, the condition for admission to school is only temporary registration and the availability of a full package of required documents. The basis for enrollment is the legislative norms of the Russian Federation.

Legislative norms guaranteeing the opportunity to obtain an education

  • Based on the Constitution of the Russian Federation, you can count on admission to the chosen school, subject to the availability of free places.
  • Federal Law “On Education in the Russian Federation” N 273-FZ dated December 29, 2012, as amended in 2020 p. 67, paragraph 3 provides grounds for submitting an application for admission to a school that is territorially assigned to the actual place of residence. The same law allows refusal of admission due to lack of places.

Methods of admission

Let's consider ways of entering a general education institution without registering at the place of residence, if there is no permanent registration in the locality where the school is located. If there is no permanent residence permit in the desired locality, then you can resort to the following options:

  1. Registration at the place of stay of only the child, if he is over 14 years old, or the child and parents, because Children under 14 years of age can only live with legal representatives.
  2. Change of permanent residence. Even if there is no registration at all due to the move, but the maximum period (3 months) for registration has not expired, the school must accept the child for education. In the future, you will need to provide a temporary registration document.
  3. Submitting documents to other schools that have available places. Geographically, they may be remote from their place of residence, but in the future, if circumstances change, the school can be changed.

Bribery is an illegal way to get a coveted place at school. Punishable by law in accordance with Art. 291 of the Criminal Code of the Russian Federation.

Assistance in enrolling in your desired school, subject to availability, can also be provided by:

  • Submitted application for enrollment on time (as a rule, they are accepted from July 1).
  • A complete package of necessary documents, supplemented by evidence of high achievements in sports competitions, creative and intellectual competitions. Under equal conditions, the owner of the letters will have priority.

Why is it worth choosing the school that is attached to your site? There are many reasons:

  • Only at this school does your child have the right to priority admission. He will be accepted out of turn. Whereas children whose addresses are assigned to other schools will be accepted only if there are free places left.
  • This will make the journey to school as short and safe as possible.
  • It is more convenient for parents to come to meetings, accompany their children to school and meet them after school.

Can a minor be denied admission and what should be done in this case?

The school management has the right to refuse in the only case - a full enrollment of students. All other refusals have no legal force and, as a rule, are not formalized as a document. The nature of the parents' actions in case of refusal to accept documents is determined by the reasons.

If registered at your place of residence

  1. It happens that the educational institution you like does not have places even for children with the required registration. In this case, having a correctly completed refusal in hand, you can legally apply to any nearby school.
  2. A “specialized” institution that has its own legal charter may also refuse admission.
    It allows you to accept students living at any address. But if there are places available, the administration is obliged to provide the opportunity for a child living near the school assigned to his address to take the entrance exam.
  3. It would be illegal to require the ability to write, count and read from a potential first-grader.

If not registered at the address

A written refusal by the administration due to lack of space is grounds for contacting the Ministry of Education. The application will be considered subject to:

  1. If the reason for refusal is living at an address that does not correspond to the territorial location of the school.
  2. If the school administration hid the availability of places on the day of application.
  3. Open demand for gratitude (bribe).
  4. If the reason for refusal is low test scores conducted at a municipal institution or poor performance in a previous educational institution.
  5. Denial of admission due to poor health.

The ministry sends the complaint to the department responsible for the offending school for consideration within a week. If you receive a negative result, you can send the complaint to the highest authority again.

To do this, you should use postal services by sending documents (certified copies) by registered mail with notification. It is convenient to send such a complaint by email to the ministry’s website in a special section for citizens to appeal. The processing time in this case is three days after receipt.

Each institution has the goal of recruiting strong, problem-free students with correctly completed documents, while trying to avoid all kinds of proceedings and checks. A warning about contacting higher authorities in the event of a refusal to admit a child can be a good lever to control the administration.

But in order to prevent conflict and prevent refusal due to inappropriate registration, parents can take care of temporary registration in advance.

In a situation where there is no registration, the school is obliged to accept the student if a three-month period has not expired from the date of discharge. The regional department must indicate a school where they can accept a child at their place of residence, but without registration.

The lack of registration for both an adult and a child is a violation, but the child cannot be deprived of school even in this case.
