Certificate from BTI
A certificate from the Bureau of Technical Inventory on the actual value of real estate is an official document.

Terms of production and validity of the BTI certificate
According to the law, all types of certificates requested from the BTI are issued within 30 days from the date of application; in practice, a document ordered through the MFC will be ready in two to three weeks.

Registration of a certificate when revising the inventory price
Not in every case the property owner agrees with the actual cadastral price of his real estate. However, he has the right to challenge it.
This is permitted under the following conditions:
- If the price of real estate, in accordance with the BTI documentation, exceeds the market price of the property or is equal to it.
- If the data on the basis of which the cadastral price was determined does not correspond to reality.
The property owner has the right to challenge the marked cadastral price of his property.
To do this, he must file a claim with the arbitration court at the location of his apartment.
The plaintiff in such a claim is the owner of the property, while the defendant is the government agency that carried out the corresponding assessment.
Claim procedure
Initially, you will have to try to resolve existing differences out of court.
This means, first of all, it is necessary to submit an application for the need to revise the cadastral price of real estate.
The application describes the basis for review:
- discrepancy between cadastral and market prices;
- false information.
If this method does not bring the desired result, you will have to file a lawsuit. It is important to note that the claim is supplemented by a refusal to revise the price, issued in writing.
To date, there is no single form for filing a claim in an arbitration court.
Despite this, in accordance with the provisions of Art. No. 125 of the Russian AIC, it is noted what data should be indicated in the claim.
Failure of the claim to comply with these provisions may result in refusal of further consideration.
Any information about the parties to the process must be detailed and reliable. The plaintiff undertakes to submit a request to the court to revise the cadastral price of his property.
In this case, it is necessary to establish the exact reason for the revision.
The statement of claim also contains the following information:
— Information that the plaintiff has made certain attempts to resolve the issue pre-trial: a list of documents that the plaintiff attaches to the application. This list must strictly correspond to the actual attached documentation.
— What rights of the plaintiff were not respected, evidence of the plaintiff’s statement.
— Full name of the court: information about the parties to the process, including information about third parties, if they are involved in the process. It is imperative to note the contact information for all participants in the case.
According to the regulations, the following documentation is attached to the claim:
— A copy of the refusal to revise the price in writing
— Plaintiff’s documents: copy of the certificate of ownership, notarized
— Cadastral, technical passport.
