Documents for registration of a residential building (IZHS)
To register a house built on a plot of land for the purpose of individual residence, the following papers are required:
- application in written form;
- passport and copy of the applicant’s passport;
- confirmation of ownership of the land plot (extract from the Unified State Register of Real Estate);
- building permit;
- technical plan (ordered from a cadastral engineer);
- design documentation for a residential building or declaration of a property;
- receipt of payment of state duty;
Which building is recognized as an individual housing construction project?
Individual housing construction has a number of characteristics defined by legal norms:
- the building located on the land plot stands separately;
- the absence of a common wall near a building intended for living;
- the building will be used only for members of one family;
- The maximum height of the object is 3 floors.
Procedure for registration through the MFC
You need to make an appointment at the nearest MFC branch by phone, or pick up an electronic queue coupon in the center itself.
If the land and buildings meet all the criteria, then you can proceed to the second stage - drawing up a declaration. The document form is possible, but it is better to fill it out on the spot, together with an MFC specialist.
The declaration does not require the involvement of additional lawyers; any citizen can cope with this task. The document is drawn up in 2 copies.
If there is not only a house on the property, but, for example, also a garage, then you will have to fill out a separate copy of the declaration for each property.
What documents are needed
To submit documents, you must select an MFC office located geographically next to the land plot and the buildings located on it.
In addition to the declaration of registration of your rights, you must submit:
- Applicant's passport
- Technical plan for the land plot
- A passport issued for a house (dacha) at the technical inventory bureau.
If there is no passport for the property or it is lost, you will have to contact a certified land surveyor to prepare a cadastral plan. Be sure to check the specialist’s certificate on the Rosreestr website so that no problems arise in the future. This type of work is quite expensive.
After submitting all the documents, the MFC will redirect them to Rosreestr, where first of all the land plot will be registered, and then the procedure for registering a house, cottage, garage and other buildings located on it in your name will be carried out.
Amount of state duty for dacha amnesty
Naturally, you will need to pay a state fee; payment details can be obtained when submitting documents and paid immediately.
As a rule, the state fee for registration under the amnesty is 350 rubles for each registered property (house, cottage, garage, etc.).

If you do not use the simplified procedure, then after March 2020, you will have to draw up all documents on a general basis.
Registration deadlines
Specific deadlines for registration at the MFC are not regulated; they depend to a large extent on the documentation provided and information from you; as a rule, they range from 10 to 30 days.
Documents for registering a garden house in the MFC
Registration of a building on the territory of a garden non-profit partnership or on the territory of a dacha non-profit partnership has its own nuances:
- registration under current legislation is prohibited in cases where the settlement (partnership) is founded illegally;
- When conducting electricity to your building, it is necessary to collect the signatures of other summer residents.
So, to register a new building on the territory of a dacha association, you must:
- application in the prescribed form;
- passport of the future owner;
- certificate of right to use a land plot or other title document;
- receipt of payment of state duty;
- technical plan of the building (the document is paid and ordered from a cadastral engineer).

Important! Before completing paperwork, consult with a lawyer. At the time of writing, a “dacha amnesty” was in effect.
Who has the right to apply for a dacha amnesty?
Individuals whose land:
- It was allocated for individual residential construction.
- It was purchased for farming, and the buildings on the site are not residential premises.
- Allocated for summer cottage construction.
Premises include all buildings, including the garage.
Conducting business activities in dacha areas is prohibited.
The conditions for applying for an amnesty also include the following:
- The buildings must have been erected before 2001.
- Structures should not belong to the territory of national parks and protected areas.
If the above requirements do not correspond to the object, then it is also possible to register ownership. Only this will be more difficult; controversial issues will be resolved individually.
The procedure for obtaining services at the MFC
- Gather a package of necessary papers. It is better to consult a lawyer for details on each document.
- Sign up for the MFC through the “State Services” portal, through the website in the “My Documents” department.
- On the appointed day, come to the center and present to the employee everything related to the registration.
- An MFC employee will fill out an application for registration of rights and submit it to you for verification. Check all the data carefully.
- Take the receipt and pay the state fee here at the terminal.
- Show the receipt to the MFC employee. In return, you will be given a receipt confirming the acceptance of documents. It will indicate the production date and number. You can track the papers using the number indicated on the receipt.
Note! You can make a state fee, fine, tax or other payment through red terminals. They are in the building.
Until what time is the dacha amnesty valid?
The Federal Law “On State Registration of Real Estate”, which entered into force on January 1, 2020 (Article 72), generally retained the previously existing procedure and validity period for the dacha amnesty.
It will be possible to register a house under the dacha amnesty at the MFC until March 1, 2020.
Starting from the specified period of time, a construction permit will need to be issued for residential real estate, and after the facility is ready, an act of putting it into operation will be required. For other real estate objects (dachas, garages, bathhouses, land plots), the dacha amnesty remains indefinite.
Grounds for refusal of registration
Article 18 of the Federal Law of July 21, 1997 No. 122-FZ “On state registration of rights to real estate and transactions with it” indicates a number of grounds for refusal to register a construction project:
- the document has been erased;
- there is a manual note on the document;
- there are crossed out words;
- other corrections;
- papers made in pencil;
- the document has physical damage, from which it is impossible to understand the contents.
Important! Failure to submit a construction permit is not a reason for refusal to register property rights. If refused, consult a lawyer.
About the dacha amnesty
You can take advantage of the dacha amnesty not only when registering dacha plots, but also the buildings that are located there.
Objects located on the site must be designed for:
- accommodation;
- maintaining a dacha farm;
- for keeping pets;
- for storing equipment;
- garage for transport.
Such facilities must be built on a site that is used for its intended purpose.
The procedure for registering country houses and residential buildings in SNT until March 1, 2019
Until March 1, 2020, a simplified procedure for registering ownership of real estate located on summer cottages and vegetable gardens in Kazan was used. To register ownership it was necessary:
- provide a certificate from the SNT board and a site plan, thereby confirming ownership of the land;
- use the services of a cadastral specialist by ordering a technical plan;
- register ownership by visiting Rosreestr or the Multifunctional Center in Kazan (receive an extract from the Unified State Register of Real Estate);
- Registration through the State Services service is not provided.

Owners who managed to complete all registration actions before the end of 2020 can use their country and garden buildings as an owner, selling, donating, bequeathing them, at will. No notice or statement is required to be provided. If ownership was registered before March 1, 2019, but the plot was not registered with the cadastral register in Rosreestr, the owner of the land is required to register in order to have the right to fully dispose of the house and other real estate.
Dacha amnesty extended until 2020: how to register a house in SNT
- plots of land for horticultural dacha use, private plots, individual housing construction.
- buildings built on these lands - residential buildings, garages, as well as any other buildings (sheds, bathhouses, garages, etc.);
- land plots transferred for permanent use or during lifelong inheritance of land or if it is not possible to determine the right to the object.
Over the past 13 years, many changes have occurred in the Dacha Amnesty law. At the beginning, a building permit was not required and registration was easier and faster by declaration. Since 2020, mandatory design of a technical plan has been introduced. And in 2020, you are required to notify the local administration.

How to register a plot of land in the MFC
The law on dacha amnesty allows you to register a land plot that was provided to a citizen on the basis of perpetual use or inheritable ownership until October 30, 2001, i.e. before the entry into force of the land code.
The simplified procedure for registering a land plot provided for individual housing construction does not have a limited validity period. To register, it is necessary to draw up a boundary plan and, along with it, submit title documents to the MFC.
- If there are no documents for the land, then you need to contact the local government and request documents from the archive. If they are not found, then it will be possible to register ownership only through the court .
- the property is owned by located on the disputed land.
The procedure for registering dachas and residential buildings in SNT in Kazan after March 1, 2020
With the entry into force of the new law, it will be necessary to register a country house or other capital object according to the new rules:
- the owner must inform representatives of the local administration in Kazan about the construction of a house or other structure. This can be done both at the start of construction work and after the construction of the house is completed;
- the owner must provide documents certifying that the buildings comply with all standards and requirements;
- After checking the submitted documents, local administration specialists independently send an application for registration of property rights to Rosreestr.
In order for documents to pass inspection the first time, it is necessary to strictly comply with the requirements described in Federal Law No. 218 and the Town Planning Code of the Russian Federation, in particular:
- the building should be no higher than 20 meters and have no more than three floors excluding the basement;
- consist of one apartment;
- economic facilities erected on a site in Kazan should not be used for commercial activities;
- sanitary requirements related to the residential property must be met.

During technical work or malfunctions of the portal, many services become unavailable. Real estate registration is no exception. In such situations, it is recommended to repeat your actions later after the portal has been restored.
