Conditions for providing a plot
Obtaining the status of a large family differs in different regions, but the general requirements are standard. Families with more than two minor children should think about this possibility.
List of mandatory requirements | family members must be legal citizens of the Russian Federation |
the marriage is officially registered with all relevant certificates
all children are minors, each child does not have an official permanent job and does not live separately from their parents
the family has been registered in the region where they are trying to get land for more than 5 years
have full parental rights to all children
Family members should not have | already existing rights to lifelong use or indefinite possession of another land plot |
current or past criminal record |
If you meet all the listed criteria, then you can begin to take actions aimed at obtaining the coveted hectares of land.
The above are the basic requirements, but they may vary. In some cities, the procedure can happen quickly and smoothly, but in others it can be longer and more nerve-wracking. Requirements can also be much softer or stricter. For example, employees may ask for registration for a period of less than 5 years. So don’t be “upset in advance”, first find out all the nuances yourself.
What do you need to get land for free?
In 2020, such programs operated in the following regions:
- Krasnodar region;
- Moscow;
- Ivanovskaya;
- Omsk;
- Ulyanovskaya;
- Republic of Tatarstan.
Attention: the list of regions hosting events according to which a plot of land is allocated for a third child is constantly expanding. The specific conditions of the program in 2020 should be checked with local governments.
The documents of the programs developed in the regions set out the conditions for providing free land to large families. They may differ only in the number of children who qualify for status.
In general, the allotment allocation algorithm looks like this:
- A family is officially recognized as having many children (three or more children).
- An application is submitted with the relevant documents.
- It is being reviewed by a government agency.
- The applicant is sent an offer for the site.
- He makes a decision.
Important: without a document confirming the status of a large family, land is not allocated for the third child.
Thus, the first step to taking possession of the necessary land is to obtain a document confirming the right to it.
What documents are needed?
Now that there is clarity on the criteria for how to get land for a third child, it becomes clearer. The next step is to collect all available papers that meet the requirements. This stage must be approached carefully in order to save valuable time for yourself and the people who will check them.
The list includes:
- certificate of official marriage or a copy thereof;
- certificates or copies of birth certificates for each minor family member;
- extracts at the place of residence from the house register (registration of family members);
- certificates or copies thereof confirming the current composition of the family;
- certificates or copies of certificates stating that all members do not have full rights to any real estate.
Incomplete family units, where only one person acts as a parent, also have the right to take advantage of this unique offer from the state. Another person could die or abandon his family, such a possibility is provided for in the law.
If there are not natural minor children, but adopted ones, over whom the rights of guardianship and trusteeship have been established, it is necessary to provide copies or originals of documents confirming this. When checking a family unit for “suitability,” adopted and natural children are assessed equally, the main condition being that this is the third minor child.
All family members must be registered at the same place of residence as the parents or guardians. If at least one family member lives separately, problems may arise with obtaining a plot.
Individual areas may have different requirements, but by collecting this package of papers, you will reduce the process of going through the procedure by at least half and show your determination in this matter, which will also be beneficial.
Land for the third child in Moscow
Large families are offered quite a few options on how to improve their lives. For example, one of the points of the modern program of assistance to large families is the issuance of land plots. However, many often have questions about how exactly they will be issued. As well as how the plots will be distributed among the regions. For example, in Siberia there is a lot of land, it’s easier here.
But whether land is given for a third child in Moscow and where it might be located is a question that interests many residents of the central part of the country.
Where do they give land?
Russian legislation still does not have a clear definition of a large family - as a result, each region resolves this issue at its own level.
So, for some, a large family is a family with three children, for others, a family with five children, etc. Measures to support families with many children are also being determined.
Attention!
Some regions have come up with the idea of giving land to families with many children as a support measure so that they can build houses and the whole family can live there without being overcrowded.
However, such programs do not operate throughout the country. On the list of participants:
- Krasnodar region
- Moscow region
- Ivanovo region
- Omsk region
- Ulyanovsk region
- Republic of Tatarstan
This list is constantly expanding as regions decide to participate in the program.
Parents with many children should study all the details of such a program and collect the necessary documents.
The set of papers required to obtain a land plot is as follows:
- The family must be officially recognized as having many children, i.e. have more than two children. This means that she must have the appropriate identification. Moreover, only those children who have not yet turned 18 will be taken into account.
- Application for the issuance of a plot, which will be considered by the responsible government agency
- Copies of birth certificates of all children
- Copy of marriage certificate
- An extract from the documents for the apartment or house confirming the joint residence of parents and children
- Certificate of family composition
- Certificate from social security authorities that parents have their parental rights
- Copies of both parents' passports
- If there are adopted children, you will need copies of those documents that state the basis for adoption and those documents that confirm that there was no cancellation of adoption in relation to a particular child
Once the application has been reviewed, site proposals will be sent to the applicant. Therefore, he must make a decision on the proposal.
How are things going in Moscow?
Moscow is a large metropolis in Russia, officially home to about 15 million people. It has a separate status and is essentially itself a region within a region. Therefore, general rules do not always apply to it.
At the moment, the capital is not participating in the program for issuing land plots to families with three or more children. In fact, there is nothing to give away here - there are simply no suitable land plots in the city. Therefore, people with many children cannot count on land in the capital.
However, there is a way out - the Moscow region, as the territory closest to the capital, is working in such a program.
Therefore, you can try to register a plot in the region. True, for this you will have to change your registration from the capital to the Moscow region.
To obtain a plot of land in the Moscow region, you must meet the following conditions:
- Children must be under 18 years of age and live permanently with their parents
- The family must have at least 2 children under the age of majority, adopted children are also taken into account
- Parents must be in an officially registered marriage
True, there is an exception to the last point - a single mother or father in the same status can also apply for a plot of land.
It is worth considering when planning to submit an application that there are certain conditions under which the land will not be issued. And they concern children. So, for example, if children from a family were transferred to full state support, then the family cannot count on benefits for large families.
Important!
They will also not give land to those who took in and adopted children and then returned them to social services due to the cancellation of the adoption procedure.
In the case where the father and mother are deprived of parental rights or find themselves limited in them, one cannot count on state help either.
What conditions must be observed in the Moscow region
To obtain land in the region near Moscow, you must meet the following conditions:
- The family should not own any real estate in Moscow
- Family members should not have land plots in the Moscow region. Moreover, this applies to all options - both land on the right of ownership, and land on the right of lifelong ownership, etc.
- All family members must have permanent registration in the Moscow region for 5 years, and they must also live here for the same amount of time
- All family members must be Russian citizens
If a large family has a plot of land that it rents, then it is possible to register it as property. But only if the following conditions are met:
- The plot area does not exceed the standards established in the region
- The land used by the family is owned by the municipality
- The family uses the land according to an agreement, which is executed in compliance with all formalities
What could be the reasons for refusal?
It also happens that social security authorities may refuse to issue a plot of land to a large family. For example, the reason for refusal is inaccurate information in the documents provided. The list also includes:
- Change of citizenship by one of the parents
- Moving outside the region
How much land do they give?
Since such a measure of assistance is left to the regions, they determine their own indicators. For example, in the Ivanovo region they can offer a plot of at least 12 acres. In the Vologda region, the size of the plot is limited to 10 acres. In the Moscow region, the norm is defined as 10-15 acres. But if a family needs it urgently and is satisfied with a smaller area, they can offer a smaller plot.
In addition, in some regions the authorities are taking the initiative to add financial assistance to the land allotment, for example, in the amount of 200 thousand rubles. With the help of such a payment, and by adding material capital, construction can begin.

Sample of a correct application
You can write the application yourself at home, or you can get a standard sample from the department of the institution.
The correct structure looks like this:
- "A cap". Write your full name. The person to whom the application is addressed is also the state body accepting the application. Full name must be indicated. sender, passport details, place of registration, contact number.
- The text of the statement itself.
This states the purpose for which the applicant applies to government services: a request to provide an allotment and an explanation of how it will be used, what and why to build.
There are no clear instructions or advice regarding how to effectively fill out this item; the characteristics of each region are very different. Therefore, before filling out this section, it is better to consult with a paid lawyer or find where in the city they provide free legal assistance from the state.
With a competent and clear formulation of the request, drawn up on the advice of a specialist, you can get a better allotment than if you draw it up yourself.
- Listing of family members. This paragraph clearly states how many members there are in the family unit, and who they all are to each other (mother, father, son, daughter).
- Listing of collected papers. This point does not need detailed explanations; list all the documents you have on hand that you are going to go to government agencies with.
- Completion of the application.
Applicant's signature and date of filing.
The opportunity to draw up an application at home looks very tempting, but if you do not plan to consult with a lawyer during the process, then it is better to fill out the application at the place of submission in government agencies, focusing on the sections of the standard sample and asking the employees any questions that arise. The employees need to place on their desk a correctly completed and double-checked application to avoid the need to go through the procedure several times.
How long does it take to process applications?
As soon as the application reaches consideration, local government authorities begin checking the provided data; this process will also take some time.
In case of refusal and the need to “revise” the list of documents, correct errors or add missing papers, you will have to submit the application again. Sometimes this threatens to leave the queue, sometimes not.
To make the process go faster, sometimes it is worth being proactive and periodically visiting the municipal office to find out how the process is going and whether any improvements are needed on the papers. It all depends on your persistence.
Who is entitled to a plot of land for a third child: information for families with many children
The list of documents that you will need to receive a plot of land for your third child is usually located on a stand in the district administration. Since the implementation of the program is left to the regional authorities, there is no common list of documents for all of Russia - each locality has its own.
In the vast majority of cities there is no land for large families. Everything that stands out is located outside the city limits and often has no communications. Large families are happy to receive at least something, and therefore take what is offered, despite the fact that such land will subsequently require large investments. Only those who were given completely unsuitable areas are indignant: swamps, landfills, etc. Moreover, the president’s speech that the land should be comfortable and provided with everything necessary was only advisory in nature. Some people follow these recommendations, but others don’t.
What area can you count on?
In Moscow, they give out places within 70 km from the city limits. In other cities, land can be issued both in the locality and outside it. Typically, in large cities, land is allocated outside the city limits, since the demand for this service is quite popular.
Ideally, the land should be presented according to its parameters as comfortable for future development. Be prepared that due to the high demand for land, this point can only be partially met.
How much land do they give for a third child? The size of the allocated territory according to the standard is 0.15 hectares (15 acres); depending on the area of residence, the number of acres may be less.
In some large cities, instead of hectares, they may issue a cash assistance package, which by law replaces the issuance of a plot. For example, this sometimes happens in St. Petersburg, where there are big problems with building sites.
Program conditions
The law adopted by the Government of the Russian Federation on the issuance of land plots of up to 0.15 hectares to large families is aimed at improving the financial condition of citizens raising three or more children. This right is granted not only to parents who gave birth to a child after the adoption of this law, but also to other categories of large families.
Large families that meet the following conditions have the right to receive an inheritance:
- The family applying for a land plot has 3 or more minor children;
- Parents and children are citizens of the Russian Federation and live together in Russia;
- The marriage is officially registered, there is a marriage certificate;
- Residence at the place of registration for at least 5 years;
- None of the family members yet own the land, and there is no plot in lifelong ownership.
Land plots for the birth of a child are issued exclusively to one family at a time. The conditions for obtaining land are such that the plot is issued exclusively for one child. That is, in relation to subsequent children, if the family has already exercised this right, the law will not apply.
A young family receiving land will allow it to improve its living conditions. A plot of up to 0.15 hectares in size is issued with the right to individual housing construction. Initially, the land is leased for a period of 10 years. A family can register ownership of a plot only if a permanent building (a residential building) is erected on its territory. For this purpose, a special commission is created, which accepts the living conditions and gives permission to register the property as property.
Families with many children are wondering if there is a plot for a third child in different regions? Specific data on this matter should be clarified with municipal administrations. City officials identify land that is suitable for construction, and this information is published in local periodicals. You can also find the list in the administration itself at the information stands.
What happens after the application is accepted
After successful acceptance of the application, applicants are sent an email containing a text about the decision in their favor. To the disappointment of applicants, this does not mean that the procedure is over; several more mandatory procedures will have to be completed.
The first step is to contact geodetic organizations and cadastral engineers so that they can conduct topographic surveys and draw up the necessary diagrams. Payment for services is carried out either by the applicant himself or by government agencies; in each region this is individual and depends on the allocated budget. Sometimes an option is possible in which the applicant pays only part of the amount. It takes 2–4 weeks to carry out topographic work and obtain results from it; approval of the architectural scheme will take a similar period. The first stage in total can steal from applicants from a month to two months.
Then comes the boundary work, the payment features are similar to those from the first stage. The land surveying process takes about another month.
At the third stage, the applicant takes all approved papers from the municipal institution and the results of the collected data from the first two stages to the cadastral chamber, where the land plot is registered. This procedure is free and lasts 3 weeks, the plot is registered, a cadastral plan is prepared and the applicant is issued a corresponding cadastral passport. Be patient.
The fourth stage is final. When everything is ready in the cadastral chamber, it is necessary to take the results obtained to the regional administrative entity, and the plot is entered into Rosreestr. The site is about to be subject to legal manipulation.
As can be seen from the above, the process can take a long time, so it is better to try to get a plot when each child is still small. If during the procedure the older child reaches adulthood, it will be more difficult to register the plot.
How to get land for the birth of a third child
But if the site is newly formed, then it will also require a topographic survey with a diagram. The cost of these works is approximately 7 thousand rubles (they can be more expensive if problems arise with information about the boundaries of the site). They will take 2-3 weeks. And another month for approval of the scheme in the architecture of the district. And only after this is land surveying done. Perhaps soon these expenses will be borne not by the applicant, but by the municipality. This issue is now being resolved at the federal level.
As a rule, there are many more people wishing to receive a plot of land for individual construction than there are plots themselves. And it may happen that there will be several applicants for one plot. To maintain consistency, not only the filing date, but also the time is recorded on the application. Appeals are not removed from control until the rights of their applicants are verified by the registration chamber. This takes a month. The result of the application review is sent to the applicant by mail.
Nuances of using the site and the rights to it
In order to avoid attempts by unscrupulous citizens to profit from property issued by the state, rights to full ownership of a plot can only be obtained after its development. Until the completion of construction, you will have to pay 0.3% per year of the total cost of the allocated area; 10 years are allotted for development. Hectares during this period are regarded as rented.
When a full-fledged house in which a person can function appears on the rented area, the right to own the area passes to the tenants. Such precautions are necessary to prevent people from trying to sell the hectares allocated to them immediately after receiving them.
Of course, the right to a built house must be finally confirmed by obtaining a certificate from the relevant structures, otherwise after 10 years of rent you may encounter an unpleasant surprise. It is also prohibited to rent out the plot to others or sell it without certificates.
After the privatization process has taken place, the house can be used entirely at your own discretion. If for some reason the owner is not satisfied with the plot of land, it is only possible to legally sell it and receive money for it at this stage.
What do they give for a third child?
In addition to financial payments for the birth of a third child, the state gives the family a plot of land for use. Parents whose families have three or more than three minor children have the right to receive. In addition, mom and dad must be legally married and be Russian citizens who have been living under registration for more than five years. The maximum size of a land plot can be an area of 0.15 hectares. It is worth noting that only the construction of a residential building is permitted on the land issued in this way.

There is a so-called one-time maternity benefit, assigned by the state even before the birth of its new citizen. To be able to receive this payment, the expectant mother should register with a gynecologist at the beginning of her pregnancy. At the moment, the amount of pregnancy benefit is 543 rubles 67 kopecks.
Other important points
Before agreeing to receive territory for development, the applicant has the right to inspect the future territory. This opportunity should not be neglected, since the allocated property may be completely unsuitable for development. Do not believe the stories and advice of friends who have already undergone the procedure, there are sometimes few places, sometimes there are many, as well as the budget allocated to the authorities, each case is very individual.
Also, you should not abuse the acquired right and go through offers too much; there really may not be good places; in some cases it is better to agree to the middle option.
Ideally, it is better to go through the entire procedure with a lawyer in order to minimize risks at all stages; if there is a shortage of something, they always try to cheat gullible people. And simply cases of careless attitude towards work among employees are not uncommon.
