What incentives are there for paying for housing and communal services in 2020?

  • disabled relatives of military personnel who died in combat or acquired a serious injury or illness;
  • low-income and large families.

In addition to the list of beneficiaries for payment for housing and communal services in 2020, we can include the strata of society that are entitled to incentives from local authorities:

  • pensioners;
  • labor veterans;
  • low-income and large families;
  • persons who survived the siege of Leningrad;
  • persons with the status of “Children of War”;
  • orphans and those deprived of parental care.

Disabled status in the Russian Federation

There are 3 groups of disabilities and a separate category of disabled children:

Discounts and benefits for pensioners on utility bills

All benefits can be divided into federal and regional. The first are presented in the form of compensation payments, transferred to the beneficiary’s account after he has paid in full for housing and communal services.

Regional benefits are subsidies for utility bills . They are provided in advance form, before payments are made. This category also includes discounts on individual services. For example, single pension recipients in Moscow may not pay for the removal of solid waste or the use of a home telephone.

Federal benefits are available to certain groups of citizens. Regional preferences are designed for Russians in need of financial support (which may also include pension recipients).

In most situations, both employed and unemployed citizens can claim benefits of both types. Separately, it is worth noting the preferences for major repairs. They are issued taking into account the age of the Russian and whether he has the “disabled” status.

The full list of federal preferences for pension recipients is as follows:

  • fifty percent discount on housing and communal services;
  • fifty percent discount on medications required for outpatient treatment;
  • 100% discount on payment of property tax (on a house, land plot);
  • monetary compensation or receipt of basic necessities (diapers for bedridden pensioners, strollers for elderly people with disabilities);
  • social support, which consists of caring for pensioners living alone;
  • foster care for incapacitated persons;
  • the opportunity to travel for free on public transport around the city, on trains.

In well-developed constituent entities of the Russian Federation, regional preferences are slightly greater than in other regions due to the increased PM. The greatest benefits are given to residents of Chukotka and Sakhalin.

Regional government bodies provide pensioners with the following benefits:

  • payment for public transport (a benefit different from the federal one, for example, the administration of a locality can run a free bus on a route regularly used by older people, or organize a discounted taxi);
  • payment of cash on holidays;
  • organizing food support for the poor;
  • additional payment to pensions from the regional budget;
  • reduction of utility bills above federal preferences;
  • providing one-time support to Russians who find themselves in a difficult life situation (for example, a house fire).

All existing preferences can be divided into 3 types:

  1. Benefit . This type of state support involves reducing housing and communal services costs in kind. The citizen receives a payment in which the price of services including the discount is indicated. Money that management companies do not receive is subject to compensation from budget funds. This type of state support is not reflected in the RF Housing Code in any way, but it is mentioned in other legislative acts that regulate the special status of certain groups of Russians (Federal Law “On Veterans”).
  2. Compensation . With this type of state support, the pensioner is reimbursed for the money that he has already paid. This preference is mentioned in Art. 160 residential complexes of Russia. Today we can observe a tendency that discounts are gradually being replaced by compensations. This form of state support eliminates abuse by unscrupulous employees of government agencies, who are obliged to distribute money from the budget to management companies.
  3. Subsidiary payment. According to Art. 159 of the Housing Code of Russia, this form of state support can be used by any individual, regardless of their social status. The subsidy payment is intended for citizens whose utility costs make up the majority of their income. All money paid over a certain limit is returned to the Russian.

How are they calculated?

For category I beneficiaries, as well as persons who have reached 70 and 80 years of age, fixed amounts of compensation are established. For clarity, let's summarize these benefits in a table.

For regional beneficiaries, the amount of compensation is set at the local level. Their sizes can be viewed on the regional government website.

Subsidies are calculated completely differently for pensioners, whose housing and communal services costs exceed more than 22%.

Important: the share of utility costs is set at 22% for Russia as a whole. When paying subsidies from the local budget, in each region or territory it may be less, but not exceed the given figure.

Here social security workers apply the formula:

C = A – T x 22/100 , where:

  • C is the amount of the subsidy;
  • A – the normatively established minimum cost of housing and communal services in the region;
  • T – total family income for the month;
  • 22 – the maximum possible share of the family budget in paying for housing and communal services.

Receiving benefits for housing and communal services

Benefits for utility services in Russia in 2020 are not provided automatically; in order to receive them, you must first go through the appropriate registration. If we are talking about discounts, then the application is made to the company that provides services; in the case of subsidies, the application is submitted to the MFC or social protection of the population. In any case, the procedure is similar:

  1. The availability of benefits that a citizen can claim in accordance with federal or regional legislation is established.
  2. The entire list of necessary documents for applying to the government authority or management company is collected.
  3. An application is written for a subsidy or benefit for utility bills.
  4. Within a month (maximum period) the citizen’s appeal is considered.
  5. If the decision is satisfactory, starting next month he will be given a discount or a subsidy.

How to apply for benefits

As noted above, compensation from the state is provided only after the pensioner applies to the social security authorities. There are several ways to apply for rent benefits for pensioners:

  • do the same procedure through the multifunctional center (MFC);

Important: submitting documents before the 15th allows you to receive compensation in the current month. Being late by 1 day (from the 16th) advances the payment deadline by a month, but does not cancel the subsidy for the current month - payment will be made immediately for 2 months.

To obtain an appropriate incentive from the state or a company providing services, it is necessary to provide a whole list of documentation, which includes basic securities and documentation entitling the right to receive benefits for housing and communal services in 2020.   • documents for real estate where the beneficiary lives;
  • receipts for utility bills;
  • an extract from the house register about the composition of the family living at the same address;

Registration of any types of preferences for utility services is carried out by application. To receive benefits for pensioners in Moscow, you must complete the following actions:

  4. wait until the documents are checked, a positive decision is made or a refusal is received.

How to calculate benefits and subsidies for housing and communal services in 2020?


Discounts and subsidies intended to pay for utilities in 2020 are calculated in accordance with a number of points:

  1. Taking into account the consumption rates of certain services (electricity, gas supply, consumption of hot and cold water per person).
  2. The amount of contributions that are paid for major repairs of an apartment building and transferred to the management company fund.
  3. The amount of living space per individual citizen, established in accordance with regional regulations.
  4. The frequency and cost of garbage and other household waste removal, which is also provided by the management company.

Based on these points and the cost of each individual service for the region, the percentage that a citizen is entitled to as a discount or compensatory subsidy is calculated.

You can apply for benefits for housing and communal services in 2020 only if the citizen at the time of application does not have debts on utility bills.

Calculation example

As an example of calculating benefits for housing and communal services in 2020, you can use Moscow payment standards, as well as a citizen who has limited capabilities (disability). The decree of the Moscow Government determines that a discount on payment for an apartment is assigned based on the size of the living space:

  • 33 square meters per citizen;
  • for two residents 42 square meters;
  • When 3 or more people live, the calculation takes into account an area of ​​18 square meters per person.

Four residents live in one apartment at once, while the established social norm for them is 72 square meters; it is this living area that will be subject to a 50% rent discount; if the living area for each person registered in the apartment exceeds this norm, then the payment will be be charged in full. Thus, if an amount of 6,000 rubles is charged, then residents will only be able to pay 3,000 rubles, everything else will be paid by the state.

IMPORTANT

A citizen who has legal grounds to receive benefits for housing and communal services from the state in 2020 can claim the privilege only for one housing where he directly lives.

Which groups of disabled people are entitled to benefits?

Citizens whose disability is confirmed by a certificate of the established form, issued on the basis of a medical and social examination, have the right to use housing and communal services benefits.

You can undergo an examination by contacting your local doctor, who will give you a referral for an expert examination. MSA is carried out according to the citizen’s place of residence.

According to the Law, the benefit applies to disabled people of all three disability groups. In addition, disabled people of group 1 and visually disabled people of group 2 are provided with free use of a radio point installed in the house.

Disabled people of group 3 do not have such privileges, but, like people from groups 1 and 2, if they live alone, they are entitled to a 50% discount on the cost of a TV antenna.

Reasons for refusal


In a number of cases in 2020, you may be denied a corresponding benefit for utility bills from the state:

  • the citizen incorrectly completed the application for the benefit or did not attach the necessary documents (you will have to re-apply and attach the necessary documentation);
  • the requested housing and communal services benefit is provided to another tenant who lives at the same address (according to the laws of the Russian Federation, it is impossible to receive a 100% discount, even if two beneficiaries are registered in the housing at once);
  • there is a debt to the utility company for rent or other services (it is necessary to repay the debt and resubmit the application);
  • in this subject there is no provision for a benefit for a separate layer of society, the representative of which applies for a discount (it will be impossible to receive the privilege);
  • the competent authorities or the management company ignored the application (apply again or defend your interests in court).

In some situations, the denial of benefits for housing and communal services may not be justified, which violates the current legislation of the Russian Federation; in this case, applicants for benefits are recommended to immediately go to court with a corresponding claim.

Nuances in applying for and using benefits

In cases where the place of registration of a disabled citizen does not coincide with the place of actual residence, he can take advantage of benefits at the place of residence, providing when submitting an application also a certificate confirming that payment for utilities and house maintenance services at the place of registration is carried out without accounting preferential discounts.

Benefits for social renting of housing and for the maintenance and repair of housing premises are given only in cases where the apartment is not privatized.

Also, discounts for social rent and home maintenance are available to those disabled people who live in houses belonging to the state, municipal or public fund.

The provision of benefits for utilities does not depend on the home’s affiliation with any fund.

In 2020, in the Russian Federation there is a 50% benefit for major repairs for people over 70 years of age living alone, regardless of whether or not they have disability status, and a 100% benefit for single people over 80 years of age (i.e. they are completely exempt from paying the fee).

Planned innovations in 2020

Regarding privileges for paying for utilities, as well as directly providing residents with everything they need, a number of innovations are planned to be introduced in 2020:

  • a new bill is being prepared regarding direct calculations of the cost of housing and communal services;
  • it is planned to conclude agreements on the provision of necessary services for residents of apartment buildings, and they will make their own decisions when choosing a supplier at general meetings;
  • if payment requirements are not met and there is an average of two months of debt, the management company will be able to terminate the contract with the tenant unilaterally;
  • residents will not need to separately conclude an agreement and put their signatures, since it will be concluded automatically;
  • In addition, another indexation will take place, which will increase the level of discounts or compensatory subsidies for beneficiaries.

Please note:
Starting from 2020, it is planned that rent will be collected directly from residents, in the same manner as for electricity supply.

The nuances of providing benefits for housing and communal services in 2020

Providing discounts and subsidies for citizens who can qualify for this in 2020 in accordance with the provisions of the current legislation of the Russian Federation has a number of nuances:

  1. Housing and communal services benefits cannot be provided in 100% volume, provided that two citizens who are entitled to incentives from the state live in the same residential premises.
  2. The privilege cannot be provided in 100% volume according to the legislation of the Russian Federation, if a citizen can qualify for discounts in two preferential categories at once.
