Concepts of registration and registration

The term “registration” is widely used today in everyday life, but today it is not included in the list of official legal concepts. Passed in 1993, the law radically changed the approach used to count the number of citizens. Previously, the nature of obtaining registration was permissive, but after the innovations it changed to notification.

Instead of the previously used concept of “registration”, today “registration” is used. Obtaining a mark has become mandatory for all citizens, and it can be obtained at the place of stay or residence. Failure to comply with such a requirement will result in a fine, which can result in significant costs for the violator.

Basic methods of verifying the authenticity of registration

Information on registration of citizens is subject to storage in a unified electronic database of the migration service. If you need to check the presence of such marks and the authenticity of documents, you must contact the territorial unit of the Main Directorate for Migration. Today, there are several options for filing an application, each of which has its own advantages and disadvantages.

Online method

In recent years, the method of remotely obtaining the necessary information has been gaining popularity. To use it, you just need to have access to the Internet and know the address link of the site. Many people want to find out a person’s registration using passport data online because of the advantages of this option. The undoubted advantages include:

  • simplicity and accessibility of the method;
  • significant time savings;
  • full compliance with the request.

You can use the online service anywhere as long as you have a working Internet connection. The disadvantage of personal contact is the need to have a reserve of time necessary to visit the unit and communicate with specialists. At the same time, the possibility of “live” communication allows you to receive a larger amount of information and advice.

How can you find out your registration via the Internet on the website of the Main Department of Migration Affairs of the Ministry of Internal Affairs:

  • Go to home page;

  • find the “Online Services” section;

  • go to the subsection “Services on migration issues”;

  • select the desired service.

Next, in the dialog box that appears, you need to fill in the passport details, that is, the series, number and date of issue of the document. From the drop-down list you will need to select the type of registration and the address to be verified. The final stage will be confirmation of the request by entering the code from the picture, which allows the system to determine the absence of external interference.

Important: sometimes there are malfunctions in the service, which makes it impossible to receive the service, but such cases are rare and the functioning of the service is restored after some time.

How to check the registration of a foreign citizen

The validity of the temporary registration is checked at the Main Directorate for Migration and Migration (the nearest branch). However, the person requesting confirmation must have a compelling reason for doing so. The initiators may be:

  • employers who employ foreigners in their company;
  • credit organizations.

The procedure for obtaining information is not too burdensome. In addition, there are several options to reduce the waiting time for results.

Personally through the Ministry of Internal Affairs

The fastest way. The interested person must personally contact the nearest GUVM branch. To receive an answer, you will need to provide the migrant’s data or his registration certificate. A response to your request will be provided on site.

Based on the Federal Migration Service (GUVM)

To obtain information, you will need to fill out a special application. Based on the results of the inspection, a certificate is issued containing the following information:

  • details of the foreign citizen to whom the paper is issued: full name, date and place of birth;
  • confirmation of temporary registration at the specified address;
  • registration period;
  • details of the foreigner’s identity document (internal or international passport, series and number of the document, date of issue);
  • name of the authority that issued the certificate;
  • signature of the person who executed the document;
  • date of.

The waiting time for a response to this request is up to three days.

By place of stay

Another way to check is to contact the local inspector at your place of residence. In this case, the employee will visit the address indicated in the registration and verify the compliance/inconsistency of the information provided by the migrant.

Request by mail

This method can be used when there is no urgency in receiving a response (time to deliver a letter by Russian Post to the addressee and back, processing the request). What is indicated in a written request:

  • data of a foreign migrant;
  • information about the applicant;
  • the reasons why the applicant needs to obtain this information.

The waiting period for a response is about 30 days. The result of the application will be the receipt of an official document that will contain real information.

By phone

The most impractical option for obtaining information. Causes:

  • It is very difficult to reach the GUVM due to the constantly overloaded line;
  • the employee has the right to refuse to provide information, since the caller is not able to confirm his identity over the phone;
  • information obtained in this way will not be considered official and cannot be relied upon when employing a foreigner for work, concluding financial or legal transactions.

But this option is suitable for making an appointment with a GUVM inspector.

Checking temporary registration online

We are talking about checking through official services: the website of the State Administration for Migration, State Services, MFC.

Go to the website of the Main Department of Migration Affairs of the Ministry of Internal Affairs

To obtain information, you need to go to the website and enter the following information:

  • number and series of the foreign citizen’s passport, date of issue;
  • region of registration;
  • type of registration;
  • registration address (street, locality, house number, building, apartment).

    Enter the required data

Then you will need to enter the code from the picture and click the “send request” button. After that, all you have to do is wait for the result.

Important: this type of verification is available only to Russian citizens, because they also need to obtain temporary registration if they leave their region of residence for a long time. It is not possible to check the legality of a foreigner in this way.

Through an intermediary company

Obtaining data through third parties is not the best idea, since all information about migrants is confidential. Only GUVM employees have access to them. Therefore, certificates issued by intermediaries will not have legal force - they can only be used as reference information.

Personal visit

A personal visit to the territorial division of the migration department is a proven and reliable way to obtain the necessary information about registration. Every Russian region today has such a service, which has its own website. You can always get the following information on the resource:

  • department address;
  • schedule;
  • reception hours for citizens
  • Contact phone numbers.

When applying, you will need to provide a passport with a registration mark or a certificate confirming the fact of registration. The advantage of this option is the reliability of the information received and the possibility of obtaining additional information on issues of interest. If the fact of forgery is discovered, the documents will be confiscated, and the citizen who provided them will face punishment.

Call the number of the Main Department of Migration Affairs of the Ministry of Internal Affairs

To verify the authenticity of the registration, just call the migration service. During the conversation, you will need to clarify the insert number of the temporary registration certificate and the exact address. The data is checked against the electronic database, and after completing the actions performed, the operator will report the results.

The method is attractive due to its simplicity and accessibility, but there is always a risk that a citizen will be refused to provide information over the phone due to the impossibility of accurately identifying the caller. The requested registration information is classified as personal, and disclosing it today is considered an unlawful act.

Sending a request by email

Forming a request by email is reliable, simple and convenient. You can also leave a request using a special service on the portal of the Main Department of Migration Affairs of the Ministry of Internal Affairs. To get an answer you will need:

  • indicate your email address;
  • attach scans of documents;
  • wait for the request to be registered.

The appeal must be considered and registered within 3 days, after which it is submitted for execution to the authorized bodies. The maximum period for providing the service today is 30 working days, and the countdown begins from the moment the application is registered. The result will be the sending of an official response with information about the citizen’s registration.

Reasons for invalidity of registration

Identification of inconsistencies in the information provided by a migrant is fraught with additional checks by the Ministry of Internal Affairs. At the same time, migration service employees have the right to detain a foreigner for 2 days until the circumstances are clarified. The main reasons for this:

  • expiration of the temporary registration period;
  • expired foreigner's passport;
  • illegal crossing of the Russian border;
  • falsification of registration made independently;
  • a fake document issued by an intermediary company.

For violations, liability is provided, which will involve not only the persons who issued the false document, but also the foreigner himself.

Search on your own

Information about a citizen’s registration address can be obtained independently; it is enough to know the full name of the individual. Available options include:

  • using a telephone directory;
  • submitting an application to the Federal Migration Service;
  • contacting the passport office;
  • using the capabilities of the Internet.

This is important to know: Temporary registration of a minor child

Each of the above options has its own advantages, but all of them allow you to quickly obtain the necessary information.

Telephone directory information

In the telephone directory you can find a person by name, phone number and city of residence. Such information will be sufficient to obtain information about the citizen’s residential address. The disadvantage of this option is considered to be low information content, since the directory usually only contains the data of the owner of the property.

This nuance does not make it possible to view information about residents, and in many cases the information turns out to be irrelevant.

Submitting a request to the FMS

A request to the FMS is considered one of the most effective ways to obtain taxpayer registration information. Current legislation obliges all citizens to undergo a similar procedure, and the information is entered into a single database. To generate a request you will need to perform the following steps:

  • come to the FMS department;
  • provide identification;
  • fill out the application form;
  • indicate the grounds and reason for the request.

After submitting the application, a deadline will be assigned after which it will be possible to obtain the necessary information. On average, it varies from 15 to 30 days, after which the citizen receives the full amount of information. An alternative to submitting a document in person is sending a request online and by registered mail.

How to submit a request to the help desk

Information desks today provide citizens with various types of information. Today, the telephone number and address of such agencies can easily be found on the Internet. To receive the service, you will need to visit the department, fill out an application and come at the appointed time to receive the request data.

Using the Internet

Today, the majority of citizens actively use social networks, and some of the most popular and in demand include Odnoklassniki, VKontakte and Facebook. Often, visitors leave real data when registering, including their residential address and mobile phone number. How to check your registration:

  • find the search section;
  • enter the person's last name;
  • analyze the list of accounts.

The difficulty is that the query results will return a large amount of data about people with the same last name. Not all pages will contain photographs and reliable information, but there is always a chance of getting the desired result with this method.

If other information about a citizen is known, but there is no information about his full name, then you can use data from official sources. For example, the traffic police website will help if you have information about the license plate number of the car. The most popular way to find out the necessary identification information today is to access the Rosreestr portal.

By TIN

Information about the TIN allows you to obtain a large amount of information about a person. Today, the encoding of details corresponds to certain rules, so each digit of numbers has its own meaning. Today the following guidelines exist:

  • the first 4 digits indicate the issuing region;
  • the next 6 characters indicate the personal data of the individual;
  • the last 2 characters provide access to simplified information.

Information about a person by TIN is available in the tax service, but a limited number of citizens have access to it. Only the owners of the premises can submit a request, and confirmation of ownership will be required with official documents.

The owner can delegate his powers to receive data upon request to another person, but for this purpose a power of attorney must be issued in advance. The document specifies a list of operations that the representative is allowed to carry out on behalf of the citizen.

It is possible to submit an indirect request to the tax office when information about a person’s tax debt is needed. When information about debt repayment appears, information about the individual’s residential address will appear at the bottom of the form.

Enforcement proceedings database

The website of the Federal Bailiff Service can be a valuable source of information. The sequence of working with a resource is as follows:

  • find the search section for individuals;
  • go to the divisions of territorial bodies and select a region;
  • Enter the details of the person you are looking for.

This is important to know: The danger of temporary registration for an apartment owner

To search, just enter your last name, first name and patronymic. Specifying the year and date of birth will significantly narrow the search. Information about the number of enforcement proceedings will be of great help. Using these details, you can find out the list of all debtors involved in the case.

Obtaining address and reference information regarding an individual

In this case, the applicant is sent a tear-off coupon for the message. That is, you must understand that if the person whose address they are trying to find out does not want information about him to be provided, then it will not be provided: if within 30 days from the date of receipt of the application to the migration department, written consent the subject of personal data has not been received, a message is sent to the applicant - a legal entity: “Due to the lack of consent of the subject of personal data to provide information to the initiator of the application, in accordance with Articles 7 and 9 of the Federal Law of July 27, 2006 N 152-FZ “ About personal data" it is not possible to provide the information you requested regarding citizen _____________ (full name) . Thus, it will be possible to further contact the migration department of the territorial body of the Ministry of Internal Affairs of Russia of the corresponding subject of Russia. The imprint is made in gray using a printer, and the official’s signature is affixed with a pen. Suspicion should be raised by uneven edges of the print, borders and letters, as well as differences in the format of writing text and numbers. If the registration mark is associated with a temporary place of residence, then the absence of a subdivision is considered the norm.
