A medical certificate is a mandatory document for those studying for a license. Without it, the State Traffic Inspectorate will not issue a driver's license. You should think about obtaining a medical certificate in advance, even at the stage of studying the theory. Many driving schools require it before admitting a cadet to practical training.

Where to take a medical examination for a driver's license
A driving school usually offers examination at a clinic located on the territory of the traffic inspection department. Moreover, graduates are often assured that this is the only option where they can get a certificate. This is not true, and each driver has the right to choose where to make the document.
You can see doctors at any medical organization - both public and private clinics. If you choose a traffic police medical institution, you will not need to find out whether it is authorized to issue license certificates. If you prefer a paid clinic, be sure to ask its employees for a license. If the clinic does not have permission, the document confirming that you went for a medical examination will be considered invalid.

What kind of doctors do they go through to get a license certificate?
The list of specialists conducting a medical examination is determined by the category of rights that you receive. Future holders of category A, A1, B, B1, BE or M will need to be examined by:
- therapist;
- ophthalmologist;
- psychiatrist;
- narcologist.
The psychiatrist and narcologist are visited separately. They accept you at the dispensary at the place where you are registered. We talked about this in more detail in this article.
Each specialist will sign the certificate and write a conclusion about whether you are allowed to drive the vehicle.

In total, based on the results of medical examinations, you must have three certificates:
- general (with the conclusion of a therapist and ophthalmologist);
- from a narcologist;
- from a psychiatrist.
If you receive a license to drive freight or passenger transport, as well as a tram or trolleybus (categories C, D, CE, DE, Tm, Tb and their subcategories), a neurologist and an ENT specialist are also added to the above list of doctors.
The completed document must be provided to the administrator of the driving school where you studied. He, in turn, will direct them to the traffic police.

What is EZhD
A single housing document is an official paper containing information about a residential premises for a specific period (technical characteristics of the house, the management of the HOA or management company, the current address of the apartment, its size, description of living conditions, confirmation of payment of housing and communal services bills or the presence of payment arrears) and about residents living in it (full name of the owner and everyone registered, indicating the date of birth, degree of relationship, passport data, residence of dependents in the apartment, marks of arrival and departure of registered persons, the availability of benefits for utility bills and the grounds for their provision).
The EZhD is not mandatory, it is designed to simplify the procedure for collecting the necessary documentation, replacing 13 different documents. When providing it, none of the authorities has the right to additionally require a certificate confirming the information contained in the EZhD. Also among the advantages of a housing document are:
- convenient design based on the one-window principle: there is no need to contact different authorities and collect certificates, which often duplicate each other’s information;
- fast provision of services, which is especially important for cases when it is necessary to urgently provide documentation;
- since the EZhD contains almost comprehensive information about the home, it insures against situations when, during a real estate transaction, it turns out that some document is missing;
- EZhD makes the process of buying an apartment transparent. Before purchasing real estate, the buyer has the right to check this document with the seller along with the mandatory Unified State Register (USRN) and a certificate of ownership. In this case, the EZhD allows you to make sure that no one is registered at a given place of residence, and there are no debts to pay for housing and communal services.

How to pass a medical examination for a driver's license
The procedure for passing the medical examination is as follows. First, you are examined by a psychiatrist and a narcologist and receive from them a document stating that you are not registered.
Then you need to visit an ophthalmologist, ENT specialist and other doctors, and only at the end - a therapist. He will make a final conclusion and, if necessary, refer you for further examination.
The final stage will be stamping the certificate. It is stamped at the clinic reception desk.
As for the timing, you can undergo a medical examination for a driver’s license with a narcologist in three to four days. This is influenced by busyness and doctor’s office hours.
How to obtain a certificate of no criminal record at the MFC
The advantage of receiving a certificate through the MFC is the ability to make an appointment in advance. To do this, you need to call the hotline.

If the employee answers that the particular MFC in which it is convenient for you to order a document does not have the possibility of pre-registration, this is not a problem.
Just come to the center, approach the administrator with a request to give you a ticket for the electronic queue, and then watch when your number appears on the board.
You can also print out a sample application in advance, which is necessary for issuing a police clearance certificate. You can fill it out at home by hand, or on your computer in printed form, but to avoid mistakes, it is better to take the blank form with you to the MCF and fill it out on the spot together with a specialist.
How much does it cost to get a driver's license certificate?
You can undergo a medical examination in private clinics for two thousand rubles. State hospitals provide services cheaper - from 1,300 rubles.
An examination by all doctors lasts no more than 20 minutes if you go to a private or public clinic, and no more than an hour at a traffic police institution from a driving school. The cadets go to the latter on a certain day at a designated time, so you will have to wait in line. However, the cost of obtaining a medical certificate from traffic police doctors is not cheaper. It also costs from two thousand rubles.

Algorithm for obtaining EZhD at the MFC
The procedure for registering an EZhD through a multifunctional center includes the following steps:
- The applicant, having prepared a passport, and, if necessary, additional documents, applies to the nearest MFC and takes a coupon to the electronic queue.
- After waiting for the coupon number to appear on the board, go to the indicated window and receive an application form from a center employee.
- The applicant fills out the application form according to the sample.
- An MFC employee checks the correctness of filling out the form and the presence of all documentation prescribed by administrative regulations, and registers the application in a special journal.
- The applicant receives the completed EZhD and puts his signature with the transcript in the appropriate column of the journal for issuing the requested documents.

Cost of registration of EZhD and how long to wait for the result
Since the information included in the Unified Railway is contained in a single electronic database and does not require requests for approval from other authorities, the finished document is issued on the day of application. Administrative regulations stipulate that this service is provided free of charge.
During what period is the document considered valid?
According to Decree of the Moscow Government No. 499-PP dated June 19, 2007, the EZhD is valid for 30 calendar days. If the document is issued to confirm the residence of the deceased in this premises, the validity period is reduced to 10 days from the date of official registration of death, while the document itself reflects information 30 days before death.

The header indicates the name, address and license of the medical organization that issued this conclusion. Next, enter the series and number of the passport, as well as the full name, date of birth and registration address of the driver. How and where is a registration statement issued?
To obtain a registration document of the required form, you must contact the MFC, the passport office of the housing office, the HOA office, order by mail or pre-submit an application through the State Services portal. The ordered service is performed on the day the original passport and other documents are submitted or during the next working day.
When contacting a multifunctional center or other structure, you should fill out form No. 6 according to the sample.
If the applicant, being the owner of the premises, is not included in the list of persons registered in it, he should submit title documents for the property.
Take it to the MFC
Multifunctional centers operate in a “single window” mode and deal with issues of processing official documents. According to established standards, 10-15 minutes are allotted to serve one person.

During this period, the operator must check all documents for compliance with the required list and perform actions related to registering an application or request in the common system. Both citizens of the Russian Federation and foreigners have the right to obtain a certificate from the MFC.
You should receive completed documents at the same MFC office where they were submitted, after notification of their readiness is received at the email or mobile phone specified in the request.
Housing office
Another structure through which you can submit documents to obtain a certificate of registration is the passport office of the housing office.
Its representatives have the right to accept an application if they only have a passport. In cases where employees of operating companies demand payment of utility debts in order to obtain documents, it is worth pointing out to them the illegality of such actions.
When sending application No. 6 with a full package of necessary documents by mail, you should not forget to indicate the address to which the certificate of registration should be sent.
Receiving papers in this way involves costs associated with paying for postal services for sending documents to the registrar.
The government portal is a modern and one of the most convenient methods for processing registration papers.
To submit an application you must complete the following steps:
- register or log in to the site using your account;
- go to the “Services” section and select the nearest office;
- find the required item and click the “Complete” button;
- Next, follow the instructions for filling out the form and upload a scanned copy of the documents;
- within the specified period after registering the request, receive a notification of the place and time where you can pick up the completed certificate.
