The construction process of any object ends with its commissioning; only after this procedure can it be used for its intended purpose.

An act of acceptance of the construction project is drawn up according to the established template, and the act also carries out the process of transferring it for use to the construction company.

These documents are in demand in construction; their preparation at the time of commissioning of the project is a norm of law. How should the acceptance certificate be drawn up so that it has legal force and can be used in conflict proceedings between the parties?

How to use

Such a document for the acceptance of completed construction projects is drawn up according to the standard KS-11 form. This form was put into effect by the Decree of the State Statistics Committee back in 1997. The form is universal and meets all safety requirements for the operation of various objects.

The form of the act is suitable for objects of different types and purposes - residential and non-residential, industrial. You can use a sample document when accepting an apartment building, a playground, a garage, or a warehouse. The act can be drawn up when the construction is completely completed and the finished object corresponds to the project documentation.

Compliance with the project is an important point for the commissioning of a building or site or structure. Based on such documentation, financial settlements are subsequently carried out between the construction customer and the construction service provider.

ATTENTION! The contractor is obliged to deliver to the customer a facility built using standard technologies, according to design documentation, in full compliance with safety requirements. And this is confirmed in the text of the act.

In 2013, the documentation of the input process was somewhat simplified; it is no longer necessary to use many types of primary documentation. But regarding the delivery and acceptance of buildings and structures, certificates still remain in demand and relevant documents . Such a document is used as an indicator of the construction readiness of sports facilities, industrial and residential buildings.

KS-11 can be compiled by the owner independently if he wants to have confirmation of the fact of acceptance. There are simply certain requirements when drawing up the paper - you need to indicate the details of the customer and the contractor of the construction work, describe the construction project, indicate claims (if any) against the contractor.

KS 11 - what is it in construction?

The act of acceptance of a completed construction facility is also called form KS-11. It is the basis for the final payment of the entire amount agreed upon in the contract and is drawn up for all forms of ownership of construction projects, such as:

  • buildings and structures, as well as their queues;
  • launch complexes;
  • reconstructed, expanded and technically re-equipped facilities;

The act is drawn up in as many copies as necessary. It must be signed by the general contractor and the customer, or another authorized person. The document is drawn up by the customer after all necessary checks, samples and tests have been carried out.

After this, all documentation from both parties is attached to it, which is subsequently transferred to future users of the construction site. For its part, the contractor attaches statistical reporting documents indicating the fact of commissioning of the facility, which is confirmed by the customer in the local government.

Application

When the facility is put into operation, an act is drawn up in the KS-14 form. This document was approved by Goskomstat Resolution No. 71a. According to this act, the object is included in the fixed assets under various forms of ownership - private, state. KS-14 is signed by representatives of government services, they become members of the working commission.

Unlike this form, the KS-11 does not need to be signed by government officials. It is not always necessary to draw up the KS-14 act; some construction organizations draw up this document simply for their own safety net.

Basic rules for drawing up an act

This document does not have a standard unified template, so it can be drawn up in free form or according to a specially developed and approved template within the enterprise.

It must necessarily contain information about the customer and contractor, as well as about the object itself. Representatives of supervisory authorities responsible for monitoring certain communications within the facility must also sign the document.

The commissioning report is drawn up in several copies, one of which remains with the customer enterprise , the second is transferred to the contractor company , and the rest - to representatives of regulatory authorities who were present during the commissioning procedure. All copies must be signed by all members of the special commission and duly approved.

Technical documentation for the facility (extracts from the technical passport, building plan, etc.) is attached to the act.

Decor

When a building or structure is put into residential or industrial use, a working commission is created, it inspects the facility, checks its condition, readiness, and compliance with the project. The result of the commission’s work is the preparation of an acceptance and commissioning certificate.

ATTENTION! This document serves as an annex to the contract for construction, repair or installation work.

A sample RC ready for the commissioning act can be used; it only records specific data on the parties to cooperation and the facility under construction. The commission members sign the document.

The act must be immediately drawn up in three copies - for the customer, the contractor, and for the accounting department.
The text of the document must include information such as information about the parties to the transaction and about the construction site itself.
You also need to write down how much the work will cost, given by the members of the working commission.

The act is drawn up and signed after inspection of the facility and technical construction documentation. The document is signed by the members of the Republic of Kazakhstan, and a conclusion on the input is given. When preparing a document, the following rules apply:

  • The final part provides a conclusion - the object meets all requirements and can be operated.

What precedes the signing of the act

Acceptance of a completed construction project is a complex and responsible process, the professional execution of which determines the safe operation of the building or structure . Therefore, you should approach this process very responsibly:

  1. First, the contractor informs the customer about the completion of construction work. The contractor submits a certificate of completion of work and technical documentation for the construction project.
  2. Next, a comprehensive inspection of the facility is carried out. A working commission is created by order of management, which should include representatives from both the customer and the contractor.
  3. The commission can determine from the first minute of its stay at the facility that it is not yet ready for commissioning or operation. This is indicated in the conclusion. Construction work must be continued and the facility must be completed according to the design documentation.
  4. An application for permission to enter is submitted. If this is a residential building, for example, the application is submitted to the architectural department.
  5. The acceptance committee inspects the construction site and checks its level of readiness for operation . If there are no complaints, a corresponding act is drawn up.
  6. Based on the act, an order is given to commission the given object - building or structure.

Both buildings and equipment can be adopted by such an act. For the equipment, indicate the name, its brand, date of manufacture, you also need to write the date and location of the inspection activities, and the conditions of the test.
