In accordance with Decree of the Government of the Russian Federation No. 1221, the right to assign addresses belongs to the municipality of the locality on whose territory the facility is located.

To obtain a resolution, the owner must contact the city or village administration with a corresponding application. This can be done in the following ways:

  • using post office services;
  • through the MFC;
  • online on the State Services Internet portal;
  • through a representative.

According to PP No. 1221, the following objects are subject to addressing:

  • land;
  • residential buildings;
  • commercial buildings and structures (markets, warehouses, shops, etc.);
  • unfinished objects.

Assignment procedure

The procedure for assigning an address involves the following procedure:

Review period

The period within which the municipality is obliged to consider the application is regulated at the legislative level. According to Article 14 Part 8 of the Law “On Cadastral Activities” it is 18 days.

  • name of the institution that issued the document;
  • Date of preparation;

  • the day on which the resolution comes into force;
  • compiler's signature.

When is an address assigned to a new building?

The assignment of a separate postal address is directly related to the registration of ownership of real estate. This procedure may be required both for a new residential building that has recently been put into operation, and for a house that already has a postal address. In the latter case, the need to change the address is associated with the division of property and a change of owner. All issues relating to the assignment or cancellation of addresses are regulated by Russian Government Decree No. 1221 of November 19, 2014. A prerequisite for obtaining an address is a permit issued for the construction of a specific real estate property.

To solve the problem, just correct the errors and submit the application again. However, if a citizen believes that the refusal was unlawful, he can file a complaint with the court in the manner prescribed by law.
